Administrator of the Year

Purpose

TSABAA’s Administrator of the Year Award was established to formally recognize state employees who have demonstrated outstanding leadership skills and who have made significant contributions to state agency business administration. In addition, the award is designed to encourage the recipient's development, growth and distinctive leadership.

One of the most prestigious of the Association’s awards, the Administrator of the Year Award was first presented in 1984 and continues to be a highlight of the Association’s Annual Conference.

2017 Administrator of the Year

Richard A. Hyde is the Executive Director of the Texas Commission on Environmental Quality. Prior to becoming Executive Director, Richard held the following positions at the TCEQ and predecessor agencies; Texas Natural Resource Conservation Commission (TNRCC) and Texas Air Control Board (TACB): Deputy Director of the Office of Compliance and Enforcement, Deputy Director of the Office of Permitting and Registration, and Air Permits Division Director.

Richard is a licensed professional engineer and earned a Bachelor of Science in Agricultural Engineering from Texas A&M University and Bachelor of Science and Master of Education degrees from Texas State University. In 2013, he was recognized by Texas A&M and inducted into the Biological and Agricultural Engineering Department’s Academy of Distinguished Graduates. He has served as a member of Governor’s Task Force on Infectious Disease Preparedness and Response since 2014.
