DIVISION:Information Technology
 
GENERAL DESCRIPTION:
Performs highly advanced and/or supervisory (senior-level) computer systems analysis work. Provides technical leadership in helping facilitate and coordinate the automation of change management systems and improvement of processes as it pertains to code deployments. Proficient in the understanding of secure development practices (including authentication, authorization, confidentiality, data-integrity, non-repudiation, and availability). Work involves identifying and analyzing requirements, procedures, and problems to automate processing; assisting with process and automation implementations; developing and documenting related processes, procedures, policies, standards or guidelines. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
 
WORK HOURS:
40-hour week, Monday – Friday 8 a.m. to 5 p.m. with occasional evening and weekend hours.  Hours may change based on business needs and may vary in accordance with division polices for Work Alternative Schedules (WALT).  Perform on-call rotation duty.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Oversees software change management administration and support to the agency’s Information Technology department. Oversee the work of project teams to ensure appropriate testing and integration of new or enhanced automation.
  • Oversees the coordination of target dates with other team members, project managers, section managers, etc. Identifies, coordinates and directs changes to processes and procedures; such as, activities related to: on call responsibilities, deployments, migrations, review, etc.
  • Directs the developmental processes and workflows to improve the way system changes occur in application environments. 
  • Oversees the work with customers and development teams to analyze areas of improvements in change management systems to decrease system instability due to incorrect code deployment. Coordinate and direct actions to resolve problem, document work, communicate status and recommend strategies to leadership for improvements to functional areas.
  • Research and document processes, procedures, standards, guidelines, application inventory or configuration data. Perform special projects and initiatives or other related duties as assigned.

 

Qualifications

 

 
EDUCATION:

Graduation from an accredited college or university with a bachelor’s degree. 

 

PREFERRED EDUCATION:

Graduation from an accredited college or university with a bachelor’s degree in Computer Science, Computer Information Systems or Management Information Systems.

EXPERIENCE:

Seven (7) years’ experience in the following areas:

  • Serving as a team or project lead for IT development projects
  • Integrating software systems across platforms
  • Developing business specific workflow solutions based on technical requirements
  • Performing customer service in an IT environment
  • Software analysis
PREFERRED EXPERIENCE:
  • Administration of Jenkins automation server, build pipelines and unit test integration
  • Administration and implementation of Atlassian technical stack (i.e. Jira Confluence, BitBucket)
  • Working knowledge of change management practices and procedures
  • Understanding of change management technologies and their use in an enterprise environment.
SUBSTITUTIONS:
One (1) additional year of the full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).
 
LICENSES/CERTIFICATIONS:
IT-related certifications or professional organization memberships are a plus, but not required.
 
PHYSICAL REQUIREMENTS:
The physical demands described here are represented of those that must be met by an employee to successfully perform the essential functions of this job. It requires extensive computer, telephone and client/customer contact.
The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions.  Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.  Must be able to transport a laptop home for on-call duties.
