GENERAL DESCRIPTION

Performs highly advanced and/or managerial (senior-level) accounting work at the Texas Department of Motor Vehicles (TxDMV), Accounting Operations Section in the Finance & Administrative Services Division. Work involves preparing, coordinating and/or overseeing the preparation of financial analyses and reports, revenue operations, payroll and payment processing; and establishing, maintaining, and/or overseeing accounting systems, procedures, and controls. Plans, assigns, and supervises the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Director of Accounting Operations. Serves as the Assistant Director of Accounting.

MINIMUM REQUIREMENTS

Education and Experience

Bachelor’s degree in accounting, business administration, business management or finance plus five (5) years’ experience in accounting and financial operations using the Centralized Accounting & Payroll/Personnel System (CAPPS), the Uniform Statewide Accounting System (USAS), or other integrated accounting system. Three (3) years progressively responsible managerial/supervisory experience. Certification as a Certified Public Accountant in the State of Texas is preferred. Additional experience in financial reporting, general ledger maintenance, revenue management, payment processing, or auditing may be substituted for education on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

ESSENTIAL DUTIES

Oversees and prepares annual, monthly and ad-hoc financial statements, revenue transactions, purchase and payroll vouchers, reports; approves and signs journal entries, purchase vouchers, and payroll vouchers in multiple accounting systems.

Assists and supports the Director of Accounting Operations in maintaining control over the integrity of the agency’s financial records.

Oversees and develops methods for the control of cash receipts, deposits and revenue reconciliation.

Prepares and coordinates the planning, development, and submission of the agency’s annual financial report in accordance with Governmental Accounting Standards Board (GASB) and Office of the Comptroller of Public Accounts requirements.

Oversees and reviews revenue/payment documents and processes.

Oversees the analysis of processing systems, functions and structures; and recommends changes as necessary.

Oversees staff development plans and activities.

Prepares and reviews general ledger accounting entries and reconciliation of financial transactions between the Uniform Statewide Accounting System (USAS), the Centralized Accounting & Payroll/Personnel System (CAPPS) and TxDMV revenue reporting systems and interfaces.

Recommends and implements agency accounting and financial policies and procedures in accordance with statute and professionally accepted standards.

May design and consult with information technology staff in the development of computer systems for financial applications and interfaces.

Assigns and supervises the work of others.
