GENERAL DESCRIPTION
Performs advanced (senior-level) legal work. Work involves directing and planning the agency’s legal activities; interpreting laws, regulations, and rules; preparing legal documents; rendering legal advice and counsel; consulting with attorneys; preparing cases for hearings or trial; coordinating the drafting and negotiation of contracts; reviewing, analyzing and drafting legislation, bill analyses, rules and regulations. May plan, assign, and/or supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS

  • Performs highly complex (senior level) legal work on matters related to school/agency business, human resources, state and federal legislation, contracts, and regular and special education law
  • Provides legal advice to the TSBVI Board of Trustees and TSBVI Administration
  • Provides legal review, guidance and oversight of all aspects of the agency’s contracting framework, determines contractual statutory authority and ensures all legal elements of agency contracts are met
  • Represents TSBVI to other state agencies, including but not limited to, the Attorney General’s office, the Texas Workforce Commission and the Equal Employment Opportunity Commission
  • Represents TSBVI in mediations and legal hearings
  • Advises Superintendent and Human Resources Director on employee disciplinary actions
  • Leads and coordinates official school/agency policies with the TSBVI Executive Management Team and the Board of Trustees
  • Provides training and guidance to the TSBVI Board of Trustees, Executive Management and TSBVI staff on legal issues and related topics
  • Prepares complex legal briefs, opinions, memoranda, proposals, position statements, and other legal documents
  • Attends work regularly in accordance with TSBVI leave policy
  • Complies with all applicable security and safety rules, regulations and standards

MINIMUM QUALIFICATIONS

  • Juris Doctorate
  • State of Texas law license
  • Member in good standing with the State Bar of Texas
  • Five (5) years of experience as a licensed attorney with an emphasis in education and employment law
  • Proficient in Microsoft Office or the Google Suite of products

PREFERRED QUALIFICATIONS

  • Experience working with school districts and educational institutions
  • Experience working with state government and state agencies
  • Experience training non-legal personnel on legal issues
  • Solid foundation in regular and special education law, contract law, employment law
  • Strong research, writing and verbal communications skills
  • Technology skills as appropriate for coordinating with others as a project leader
