General Description

Performs moderately complex auditing work for the Texas Department of Motor Vehicles. Work may involve conducting and reviewing audits, advisory services, follow-up, and other engagements to improve governance, risk management and control processes; to review function economy, efficiency, and effectiveness; and to provide assurance over department’s processes. Work is performed in accordance with Generally Accepted Government Auditing Standards (GAGAS), the Institute of Internal Auditor’s International Professional Practices Framework (IPPF), including the International Standards for the Professional Practice of Internal Auditing, and department policies and procedures. May lead aspects of audits, advisory services, or other engagements work. Functional Title is Internal Auditor. May travel for department business. Reports to the Internal Audit Director. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

 

Essential Duties 

1. Performs moderately complex audits, advisory services, follow-up, or other engagements that adhere to auditing standards (GAGAS, IPPF) and department policies and procedures of high-risk functions that are moderately complex. Moderately complex audits, advisory services, and other engagements include audits and advisory services that are narrow and/or limited in scope and/or objective.
2. Provides regular status updates to the Internal Audit Director and/or Senior Internal Auditors on status of audit work and/or identified audit issues.
3. Collects and analyzes both qualitative and quantitative data, extracting information that is significant to the audit, advisory services, or other engagements.
4. Conducts research on subject matters related to the audit, advisory services, or other engagements. Develops conclusions on the collected data.
5. Conducts interviews and meetings to elicit useful, relevant, and reliable information for the department.
6. Prepares working papers to document the results of the work performed and the audit findings and recommendations, including interviews, data analysis, and other documentation. Work papers may require some revisions to meet audit standards.
7. Addresses changes and comments made to working papers by the Internal Audit Director or designee and working papers may have major revisions to meet audit standards
8. Prepares aspects of the audit report, including the preparation of issue outlines. Works with the Internal Audit Director and Senior Internal Auditors to prepare final written deliverables.
9. Provides input during the annual risk assessment for the audit plan.
10. Is aware–through continuing professional education–of changes in professional standards, pronouncements, and federal audit requirements, and emerging risks.
11. Assists in the Quality Assurance Improvement Program, including conducting quality control on other audits and advisory services as needed.
12. Develop aspects of audit, advisory services, or other engagement objectives, scopes, and programs; engagement procedures; and deliverables.
13. May work with audit team during an audit, advisory service, or other engagement to complete assignments timely.
14. Performs other job-related duties as assigned, including administrative item (timekeeping).

Conditions of Employment
Veterans, Reservist or Guardsmen will need to provide form DD 214 to verify eligibility for Veterans’ Preference. As part of its employment process, TxDMV may procure or have prepared a criminal background check. An applicant with an unsatisfactory criminal background check report is ineligible to be hired for the position for which the report is initiated.

Driver’s record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.

External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System.

The salary range on this job posting reflects the minimum and maximum allowed by the state classification salary schedules; however, budget considerations may result in salary offers below the maximum of the posted range.

Qualifications – Minimum Requirements

Bachelor’s degree plus two (2) years’ experience in auditing, information systems/technology, management, accounting, or related field, with a minimum of one (1) year performing auditing work required. Related graduate-level education may be substituted for experience on a year-per-year basis. There is no education substitution for the required 1 year of auditing work. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

Current certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA), or Certified Government Auditing Professional (CGAP), or Certified Fraud Examiner (CFE) may be substituted for up to one (1) year of the required experience.
