Length of position: Continuous, year-round, permanently funded

Hours: 8:00 A.M-5:00 P.M.

Applicants do NOT need to know American Sign Language (ASL) for this position, but will be required to attend ASL classes during the workday at no cost until achieving a rating of “Survival”.


Performs complex accounting work. Work involves preparing, posting, reconciling, and balancing financial statements, records, documents, or reports, with specific emphasis on budgeting. Works under general supervision with moderate latitude for the use of initiative and independent judgment.


  • Bachelor Degree in accounting, finance, or business from an accredited college or university (professional Accounting experience may substitute on a year for year basis)
  • Three years of experience as an Accountant within Texas state government / agencies


  • Experience preparing Annual Financial Report (AFR) or associated entries for a Texas state agency
  • Extensive experience with USAS
  • Certified Public Accountant license
  • Experience with Texas Legislative Appropriations Process
  • Experience posting transactions directly into a general ledger software system
  • Excellent written and verbal communication skills
  • Proficient signed communications skills
  • Experience administering ad-hoc financial statements, queries, reports in a production environment


Reviews, reconciles and prepares in compliance with applicable laws, policies, regulations and procedures:

  • Quarterly reconciliation between Uniform Statewide Accounting System (USAS) and Automated Budget & Evaluation System of Texas (ABEST), including distribution of activity by Object of Expense (OOE), Method of Finance (MOF) and Full-time Equivalent (FTE)
  • Quarterly monitoring/correction of 1099 data, and annual reporting to Internal Revenue Service (IRS)
  • Assists in preparation and posting of annual budget
  • Coordinates preparation and distribution of monthly accounting reports, responding as necessary to related inquiries
  • Monthly reconciliation of federal funds activity with subsequent draw of funding from Texas Education Agency or other State / Federal agencies as required


  • Assists in preparation of a variety of complex financial reports including Annual Financial Report, annual transportation report and Legislative Budget Board reports
  • Reviews USAS activity daily for accuracy and completeness
  • Prepares monthly fixed asset reconciliation and related journal vouchers
  • Prepares annual report of Statewide Allocated Costs (SWCAP) and related payment voucher
  • Responsible for calculating and submitting semi-annual payments to State Office of Risk Management (SORM) for Workers Compensation
  • Reviews quarterly Unemployment Compensation reports, and prepares related payment voucher
  • Conducts monthly review of TSD Warehouse Inventory reports and allocates costs as appropriate across agency
  • Performs duties of USAS Security Coordinator on behalf of TSD staff
  • Prepares all necessary correcting entries
  • Researches and prepares reports in response to management and outside agency inquiries
  • Performs related work as assigned
  • Prepares Benefit Replacement Pay (BRP) allocation
  • Prepares semi-annual Master Lease Purchase Program (MLPP) cost documentation
  • Assists with quarterly payables and binding encumbrance entries
