Health and Human Services Commission
Serves as Lead in planning, developing and implementing HHS enterprise agency goals, objectives and initiatives for assigned area of responsibility; processing payroll cancellations/reversals and special payments; certifying payroll payments (e.g., Doc 5 or revolving funds); the reporting of tax information (941 reports) to the IRS, W-2s, Affordable Care Act; coordinating approval/denial of Extended Sick Leave, Sick Leave Pool and Employee Donated Sick Leave requests; processing Letters of Authorization, processing military leave transactions; clearing leave exceptions and/or correcting leave. Maintains current working knowledge of Texas taxes, agency policies and procedures.
Approves development of the monthly payroll production calendar and the manager’s payroll calendars. Oversees the daily operation of payroll and time labor and leave activities and ensures payroll schedule is communicated and followed by staff, managers and third-party administrator in team-oriented environment subject to tight deadlines.
Oversees the development and use of internal audit and control processes for compliance with agency policy and procedures.
Work involves scheduling, developing and implementing objectives; analyzing proposed computer applications, trouble-shooting of reconciliation challenges, and revising programs to increase efficiency.
Serves as back-up to the directors to approve the confirmed and completed payrolls in the Comptroller’s system.
Responsible for developing training materials and for training others involving public speaking.
Assigns the work of others and performs supervision with extensive latitude for the use of initiative and independent judgment.
