JOB SUMMARY: Perform advanced accounting, technical support, and commitment accounting work to support the Texas Facilities Commission (TFC) accounting, budget and procurement staff. Assists with reviewing, developing, testing and implementing the agency's financial systems. Works with financial staff in analyzing the current financial systems to determine configuration needs, changes or re-engineering in order to streamline and develop best business practices.  Work involves monitoring and evaluating accounting systems, procedures, and controls from a functional and technical perspective. Preparing and/or overseeing the preparation of financial analysis and reports in support of financial staff.  This position will support the TFC deployment of the Centralized Accounting and Payroll/Personnel System (CAPPS) and provide on-going internal agency user support. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. ESSENTIAL FUNCTIONS:
  • Perform complex systems and business analysis work in support of TFC financial systems.
  • Evaluate business needs, analyze processes, and create business cases for changes and process
  • Maintain overall quality control of data in CAPPS and ensure the integrity of systems processing and accounting files.
  • Perform and/or assist with user acceptance functional testing of system enhancements and
  • Assist in development and delivery of training materials, job aids or courses as it relates to accounting, budget, and procurement.
  • Create and develop CAPPS ad hoc queries and reports in support of financial reporting functions.
  • Gather and organize statistical data from various internal and external sources in support of cost allocation.
  • May assist budget analysts in the coordination and preparation of budget and management reports to provide management with expenditure data, trends, and
  • Responsible for chartfield maintenance in CAPPS including, but not limited to configuration, editing general ledger combinations, Commitment Accounting functions, and establishing budget tables and controls.

MINIMUM QUALIFICATIONS:
  • Graduation from an accredited four-year college or university (two years of relevant work experience related to the essential duties may substitute for one year of college).
  • Minimum three years’ work experience providing support for PeopleSoft Financial
PREFERRED EXPERIENCE:
  • Bachelor’s degree in Accounting, Business, Public Administration, Computer Science, Computer Information Systems, Management Information Systems, or closely related
  • Experience with query design and
  • Experience working with Texas state government processes, policies, and
  • Experience working with the State of Texas Uniform Statewide Accounting System (USAS).
  • Experience working with State of Texas Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Valid Texas Driver’s License in good standing

Physical Requirements and/or Working Conditions: This classification functions in a standard office environment.  There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact.  The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
