GENERAL DESCRIPTION: Performs advanced (senior-level) financial analysis and managerial work. Work involves; developing and administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial and regulatory problems. Plans, assigns, and supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:
1. Oversee the administration of the Cash Management function which includes payroll funding, 20% transferability, and the Quarterly Transfer Report.
2. Oversee the preparation of the Annual Financial Report which includes the Schedule of Expenditures of Federal Awards (SEFA) and related responses to auditors, Fixed Asset Reconciliation, General Reconciliation, and all other submission requirements that is attached to the Annual Financial Report.
3. Oversee the preparation of the Annual Non-Financial Report which includes reviewing the Schedule of Professional and Legal Fees, and the Indirect Cost Schedule and combining all other schedules into a printable PDF.
4. Oversee the preparation of Benefits Proportional by Method of Finance (Accounting Policy Statement (APS) 011 worksheet, the security access for DPS’ internal systems and Uniformed Statewide Accounting System (USAS), daily deposit activity, and bank reconciliations of local bank accounts.
5. Oversee the monthly Centralized Accounting and Payroll/Personnel System (CAPPS) to (USAS) reconciliation revenues and expenditures, and track outstanding items.
6. Oversee, coordinate, and provide technical assistance on all financial aspects of the Uniform Statewide Accounting System (USAS) and work with Comptroller staff when necessary.
7. Support the Deputy Administrator, Financial Reporting, in other duties such as assisting in responding to internal and external audit findings, and coordinating special projects.
8. Plan, assign, and supervise the work of others which includes establishing goals and objectives for the section.
9. Evaluate goals and objectives to ensure they have been met and implement adjustments accordingly.
10. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.
11. Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS
Education - Graduation from an accredited four-year college or university with a major in Accounting, Finance, Business Management or a related field is required.
Experience – Minimum of ten (10) years’ experience compiling and presenting financial information, which includes experience in Texas governmental accounting, expenditure laws, and regulations; of which five (5) years must have been in a supervisory capacity as a manager supervisor or team lead. All required experience must include knowledge of the Uniformed Statewide Accounting System (USAS), and Centralized Accounting and Payroll/Personnel System (CAPPS).
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
License – Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) is preferred.
Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Must have knowledge of the Uniformed Statewide Accounting System (USAS), and Centralized Accounting and Payroll/Personnel System (CAPPS).

Travel and/or Schedule - Availability for weekend and holiday work is required.
