Data Analyst IV – Advanced Analytics (hiring 4 positions – 530551)

The Data Analyst performs complex journey-level research, analytic and reporting functions for the Advanced Analytics team within the Office of Data, Analytics, and Performance (DAP) to support performance management, policy development and program evaluation. The Data Analyst applies advanced statistical methods to health and human services (HHS) agency data; coordinates project design, planning, statistical analysis, and/or reporting; and writes advanced scripts and code for computer-based statistics applications. The Data Analyst will work closely with various program areas across the HHS enterprise system to identify analytic needs, provide recommendations, document possible solutions and develop analytic tools and proof of concept dashboards. The Data Analyst provides consultation and assistance to internal staff and other HHS agencies in developing methods and strategies for more effective reporting of data and analyses, with an emphasis on outcomes-based performance metrics and the enhanced utilization of cross-program data to derive actionable insights. Provides for testing and evaluation of newly developed methods and strategies. Collaborates with HHS Enterprise Data Governance team to make recommendations on improving data quality and interoperability, defining data standards, and in the development of an HHS data analytic strategy.
  Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. EJF 1. Performs complex analysis of HHS agency and division performance goals and objectives, including administrative areas and projects requiring cross-divisional data. Performs advanced analytics related to trending, forecasting, and prediction of outcomes. Works with program areas and agency leadership to identify analytic opportunities and recommend projects and tools to improve data driven decision making. Works to conceptualize datamarts needed to develop analytic tools using cross-divisional data. Builds proof of concept dashboards and analytic tools based on those analyses and communicates results. Develops and recommends new measures, with an emphasis on outcomes-based performance metrics. Disseminates results in agency reports and on an ad hoc basis. 50% EJF 2. Utilizes agency master data and metadata to discover data sources required and appropriate to enhance advanced analytic methodologies related to performance management and program initiatives. Collaborates with HHS Enterprise Data Governance team to make recommendations on improving data quality and interoperability, defining data standards, and in the development of an HHS data analytic strategy. 30% EJF 3. Assists other areas within Office of Data, Analytics, and Performance on performance management and analytics initiatives. Works closely with peers within DAP to identify opportunities to leverage automation and reduce recurring work tasks using analytic tools and dashboards. Some travel may be required. 20%
Knowledge Skills Abilities: Knowledge of scientific research methods, advanced statistical techniques, mathematics, and their application to research and analysis. Knowledge of the various Texas Health and Human Service (HHS) programs. Knowledge of local, state, and federal laws related to HHS programs. Knowledge of analytics and data visualization best practices Knowledge and familiarity with data warehousing processes Ability to manage, manipulate, and analyze complex databases. Ability to plan, organize, and conduct data analytic projects. Ability to gather, correlate and analyze facts. Ability to gather requirements, and lead discovery meetings with program staff Ability to develop and interpret statistical data charts, maps, and tables. Ability to evaluate and interpret policies and procedures. Ability to prepare reports. Ability to prioritize workload with competing deadlines. Skill in using SAS, SPSS, SQL, R, Python, Business Objects or other statistical or business intelligence tools. Skill in using Tableau, Tableau Server Skill in using EXCEL or other spreadsheet software. Skills in working with relational databases, blending and joining data from multiple sources Skill in graphical, tabular, and geographical presentation of data. Skill in verbal and written communications.
Registration or Licensure Requirements: N/A
  Initial Selection Criteria: Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, mathematics, statistics or a related field is preferred. Four years of experience in data analysis, data science, business analytics, research, data compilation and/or reporting work is preferred. Experience analyzing data using computer software package applications including, but not limited to, SPSS, SAS or SQL is preferred. Work experience with collection, analyses, and/or dissemination of health and/or human services data is preferred. Experience and education may be substituted for one another.
