JOB SUMMARY:
This position performs highly complex (senior-level) accounting work and reports directly to the Accounting Director. Work involves assisting, preparing and/or overseeing the preparation of various financial analysis and reports, including, but not limited to the Annual Financial Report, Annual Non-Financial Report and other reports required on an as need basis; The Accountant V may supervise the work of others and/or act as the Subject Matter Expert. This position supports all Account Receivable functions and supports payroll as a backup function with direct support in supplemental payroll processing. This position will develop all procedures as it relates to all Account Receivable functions and tasks. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS:
- Provide updated Accounts Receivable Aging report information for collection purposes to division and project managers.
- Process ESP Billings, ITV Deposits, Wire Transfer/ACH, AR Adjustments, ITV Refunds, Cash Deposits, Check Deposits, and Credit Card Deposits.
- Assist in preparing and coordinating the planning, development, and submission of all the agency’s annual financial report and Non-Financial Report in accordance with Governmental Accounting Standards Board (GASB) and Office of the Comptroller of Public Accounts requirements.
- Monthly reconciliation of various systems including but not limited to CAPPS and USAS. POS monthly and fund cash reconciliation.
- Backup for payroll which includes W-2’s, 941 FTE’s.
- Operates as a subject matter expert with the transition of the CAPPS project.
- Process auctions payments weekly distributing and allocating funds to multiple agencies.
- Develops methods for the control of cash receipts, deposits, and disbursements, monthly billings, property returns, tracking refunds to ledgers.
- Maintains overall quality control of the accounting system which includes making recommendations for improvements, adaptations, or revisions ensuring the integrity of system processing and accounting files.
- May plan, organize, and direct programs to control the financing of agency operations.
- May supervise the work of others. Performs related work as assigned.
- Attends work regularly and consistent basis.
- Four years’ experience in accounting and/or financial operations.
- Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Experience and education may be substituted for one another.
- Knowledge of financial administration, and fiscal accounting; governmental accounting; policies and procedures, laws and regulations pertaining to fiscal operations.
- Considerable knowledge of reconciliation procedures.
- Ability to prepare and maintain detailed records, files and reports.
- Working knowledge of USAS and CAPPS
- Ability to maintain attention to detail, ensuring production of high-quality work in a dynamic environment, and maintain required supporting documentation.
- Ability to interrupt state and federal rules and regulations and develop or apply to agencies policies and procedures.
- Ability to multitask and time mange deadlines to internal and external customers.
- Ability to identify and evaluate problems, organize and analyze information, provide alternatives and implement effective solutions.
- Ability to communicate effectively
- Ability to meet attendance requirements, including working longer than 8 hours in a workday as needed.
- Skill in training and mentoring staff as needed.
