Seeking Financial Reporting Supervisor to perform highly advanced and managerial (senior-level) financial and accounting work in the Finance Division. Serves as the Supervisor of the Financial Reporting Team. Work involves preparing and overseeing the preparation of financial analyses and reports; establishing, maintaining, and overseeing accounting systems, procedures, and controls; and preparing and assisting in preparation of the ERS Annual Comprehensive Financial Report (ACFR). The ideal candidate will be adept at following detailed policies and procedures.
Essential Functions includes, but is not limited to:
* Supervises the work of the Financial Reporting Team functions: assigns and monitors work; sets performance standards; conducts employee evaluations, trains or coordinate employee development; and counsel staff regarding work rule violations.
* Coordinates and oversees the reconciliation of accounts in the General Ledger, bank accounts, and appropriation balances to the Uniform Statewide Accounting System (USAS).
* Coordinates and oversees the analysis of financial data and general ledger activities for funds administrated by ERS
* Assists in monthly, quarterly, annual, and bi-annual reports in accordance with the guidelines and requirements published by the Comptroller of Public Accounts and oversight agencies including:
* ERS Annual Comprehensive Financial Report (ACFR)
* Reports submitted to the Legislative Budget Board and Governors’ Office e.g.; Legislative Appropriations Request, Operating Budget, Base Reconciliation,
* Fiscal Certifications
* Other special internal and external projects and reports as required.
* Develops and reviews policies and procedures for the Financial Reporting team in accordance with GAAP and good internal control practices.
* Coordinates general ledger activities and responds to routine or ad-hoc requests for other ERS divisions, the State Comptroller, and external auditors.
* Analyzes and prepares reports on the allocation and status of state and federal funds
* Serves as a back-up for key functions of the team.
Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:
1) Graduation from an accredited four-year college or university with a major in accounting or finance, including a minimum of 12 semester hour credit in accounting. (Experience in accounting, financial analysis, or other related experience, in excess of the required four years, may be substituted for college on a year-for-year basis.)
2) Four (4) years of experience in accounting, financial analysis, or other related experience is required.
· Work related experience must include creating general ledger entries and generating financial reports (income statement, balance sheet, cash flow, etc.)
3) Experience maintaining an accounting system (e.g., chart of accounts, profiles, batch jobs, report development).
4) Two (2) years of supervisory or team-lead experience.

5) Experience with GASB/FASB implementation and compliance.
6) Experience with PeopleSoft Financials.
7) Accounting experience with a Texas state agency or a Texas university and/or experience with the Uniform Statewide Accounting System (USAS).
