General Description
The Budget Analyst works within the Office of the Governor (OOG), Financial Services Division, and reports to the Director of Financial Services. Performs advanced (senior-level) budget preparation and analysis work. Assists with various budget and accounting functions working within State of Texas and OOG established policies and procedures. Monitors activities and satisfies reporting requirements. Work requires contact with governmental agencies and the public. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Duties
- Coordinates various budget and accounting functions, delivering accurate and timely processing of reporting.
- Assists with development and maintenance of assigned internal operating budgets.
- Assists with Legislative Appropriations Requests and the Operating Budget preparation.
- Assists in the collection, organization, analysis and/or preparation of materials in response for program information and reports.
- Manages the Uniform Statewide Accounting System (USAS)/Automated Budget Evaluation System (ABEST) quarterly Reconciliations reporting.
- Assists with preparation of Annual Financial Report (AFR) schedules, exhibits and notes. Responsible for the preparation of the Component Unit entries.
- Manages reporting requirements to other agencies.
- Performs the analysis and interpretation of expenditure patterns, budget projections, and the financial position of the agency.
- Performs monthly expenditure and appropriation analysis.
- Prepares budget entries and various budget reports using both USAS and Centralized Accounting Payroll/Personnel System (CAPPS) Financials.
- Prepares various budget and accounting reports for management.
- Prepares the Full Time Equivalent (FTE) Quarterly Report.
- Prepares fiscal notes and analyses of legislation.
- Maintains expenditure data including benefit appropriations.
- May perform travel training for agency staff.
- May serve as back-up to Accounts Payable Accountants; may prepare/process payment vouchers, ensuring all required and proper documentation is attached and verifiable.
- Reviews and maintains contracts as a Certified Texas Contract Manager.
- Maintains regular work schedule.
- Performs all other related duties as assigned.
Minimum Qualifications
- Graduation from an accredited four-year college or university with a degree in accounting, business administration, government, public administration or related field; and
- Four (4) years of experience in state government financial, budget, and/or accounting services.
- Experience with USAS.
Note: Experience and education may be substituted for one another on a year-for-year basis.
Preferred Qualifications
Experience with CAPPS Financials.
Knowledge, Skills, and Abilities Requirements
- Thorough knowledge of the state’s accounting and budget cycle.
- Thorough knowledge of principles and procedures affecting the maintenance of budget and accounting records and automated accounting systems.
- Knowledge of applicable governmental laws, rules, and regulations.
- Knowledge of all method of financing including General Revenue, General Revenue Dedicated, and Federal Funds.
- Knowledge of legislative appropriation request and annual operating budget processes.
- Skill in the use of a computer and applicable software.
- Skill in using Microsoft Word and Microsoft Excel.
- Skill in analyzing financial data.
- Skill in written and verbal communication.
- Ability to interpret and apply accounting and budgetary practices.
- Ability to document procedures and to interpret laws and regulations.
- Ability to maintain effective working relationships within and outside the agency.

Registration, Certification or Licensure
Valid Texas Driver’s License.
Physical Requirements and/or Working Conditions
This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
