Oltorf, Austin, TX 78741 GENERAL DESCRIPTION Performs highly complex legal work for the Office of Attorney General, Child Support Division (CSD), Legal Services. Work involves coordinating the Title IV-D quadrennial guideline review process; coordinating the Legal Services bill review process and legislative database; serving as a project owner, lead or subject-matter expert for legal projects as assigned; providing legal research, written work product, counsel and technical assistance; serving as an administrative hearing officer and resolving administrative review requests; serving as a Legal Services liaison for CSD system maintenance and enhancements. Uses independent judgment and initiative concerning priorities, methods, and legal procedures to accomplish assigned duties and to select proper course of action. ESSENTIAL JOB FUNCTIONS Oversee the completion of the Title IV-D quadrennial guideline review, including researching and interpreting state and federal laws, rules and regulations, analyzing guideline data and studies, drafting review documents, collaborating with internal and external stakeholders and building positive working relationships with any other staff assigned to the review process Coordinates the Legal Services bill review process and legislative database, including researching, drafting, routing and editing bill analyses and collaborating in the implementation of legislative changes Participates in legal projects as assigned by Legal Services management, including researching and interpreting state and federal laws, rules and regulations, providing written work product and counsel and serving in other roles as assigned. Serves as a CSD Legal Services liaison for CSD system maintenance and enhancements, as well as a liaison for the maintenance of the legislative database. In cooperation with the Policy and Forms manager, provides legal input for the development and maintenance of policies and forms as may be required Performs legal and financial investigations, and reports findings, conclusions and recommendations as assigned Provides legal advice, counsel, and technical assistance to the Child Support Division, provides calculations for the child support tax charts, reviews and analyzes audit findings, and provides input for the financial and employer services component of the child support case management system as assigned by management Coordinates with other state agencies and political subdivisions of the state involved in state and/or federal programs as assigned Participates in administrative review hearings as an administrative hearings officer and prepares the associated proposed agency decisions Performs related work as assigned Maintains relevant knowledge necessary to perform essential job functions Attends work regularly in compliance with agreed-upon work schedule Ensures security and confidentiality of sensitive and/or protected information Complies with all agency policies and procedures, including those pertaining to ethics and integrity MINIMUM QUALIFICATIONS Education: Graduation from high school or equivalent Education: Bachelor's degree from an accredited college or university Education: Graduation from an accredited law school with a Juris Doctor (J.D.) degree Experience: four (4) years of full-time experience as a licensed attorney; four (4) years practicing in family law Licensed as an attorney in the State of Texas Member in good standing with the State Bar of Texas Knowledge of the state and federal law, rules, regulations and legal principles relevant to family law, including the Texas Family Code, the Texas Administrative Code, the Texas Rules of Civil Procedure and Title IV-D of the Social Security Act Knowledge of Child Support Division policy and procedures Knowledge of the Title IV-D guideline review requirements Knowledge of the Title IV-D administrative review process Skill in legal research, drafting legal documents, crafting sound persuasive legal argument, and preparing legal memoranda and briefs Skill in legal advocacy, legal writing, and negotiation Skill in serving as a IV-D trial lawyer, preparing sound opinions, conducting investigations, and performing legal research Skill in developing positive work relationships and leading collaborative workgroups Skill in handling multiple tasks, prioritizing, and meeting deadlines Skill in effective oral and written communication Skill in exercising sound judgment and effective decision making Ability to receive and respond positively to constructive feedback Ability to work cooperatively with others in a professional office environment Ability to provide excellent customer service Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave) Ability to arrange for personal transportation for business-related travel Ability to work more than 40 hours as needed and in compliance with the FLSA Ability to lift and relocate 30 lbs.
