The Fraud Analytics and Data Operations (FADO) division of the Office of Inspector General (OIG) is seeking a Project Manager (Project Manager IV). The OIG plays an important role with a mission to improve the health, safety, and well-being of Texans through good stewardship of public resources, and a focus on core public health functions. FADO is responsible for performing innovative and advanced data analytics that streamline OIG operations and increase the identification of fraud, waste and abuse in state health and human services programs such as Medicaid (including Managed Care), CHIP, SNAP and TANF by supporting data-driven investigations, reviews, audits, and inspections.
The Project Manager performs advanced (senior-level) project management work, along with consultative and technical work, related to the development and implementation of FADO data projects and strategic initiatives, including advanced data analytics projects. The position reports to the Director of Fraud Analytics and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
The work involves coordinating the planning and initiation of complex data projects and strategic initiatives throughout the project lifecycle; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. In consultation with management, the Project Manager will direct, assign, and monitor the work of project staff, and will provide guidance to others during the project lifecycle.
*** This position can telework 100% from locations within Texas consistent with HHS telework policies. May need to occasionally report to the office to attend in-person meetings.***
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs duties as assigned:
1. Project Planning:
Defines and documents the scope of data projects and strategic initiatives in collaboration with management; creates detailed work plans which identify and sequence the activities needed to successfully complete the project; determines the resources (time, staff, equipment, etc.) required to complete the project; develops a schedule for project completion that effectively allocates the resources to the activities; in consultation with management, selects the technical staff with appropriate skills for the project activities; reviews project schedules, timelines and milestones with management and all other staff that will be affected by the project activities; revises the schedule as required; and determines the objectives and measures upon which the project will be evaluated at its completion.
2. Project Monitoring:
Maintains overall project management responsibility for execution according to the project plan; develops forms and records to document project activities; prepares periodic project status/performance reports; coordinates and leads regular project meetings with stakeholders; ensures that all project information is appropriately documented and secured; maintains project tracking and reporting systems to monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project; establishes a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project; assesses the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards.
3. Project Closeout:
3. Ensures all final project assignments and tasks are completed and finalized; prepares final project status/performance reports including final updates to the project schedule and project plans; prepares and conducts an evaluation of the overall project execution to highlight project success and/or learn from the experience on the project; ensures all project documentation is organized, updated, and appropriately archived for future reference. Assists in the development and documentation of relevant policies and procedures.
4. Communication:
Engages in collaboration and communication across FADO, internal OIG units, and with external entities, including but not limited to: project stakeholders, OIG program area customers, the OIG executive team, contractors/vendors, and team members. Understand implications of projects and processes, including interdependencies between processes.
5. Other:
Performs other duties necessary to achieve the mission of the Office of Inspector General. Keeps manager informed as required or as necessary. Statewide travel of about 5% may be required.
Knowledge Skills Abilities:
1. Knowledge of project management theories and practices applicable to projects that are highly complex in scope.
2. Knowledge of state health and human services programs and related data.
3. Skill in project management monitoring, addressing changes in scope and budget, and the use of a computer and applicable software, including Word, Excel, and PowerPoint.
4. Skill in critical thinking, analyzing problems, and devising effective solutions.
5. Skill in verbal and written communication skills essential to effectively interacting with OIG customers, leadership, and team members.
6. Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; to communicate effectively; and to direct, assign, and evaluate the work of project staff.
7. Ability to work in teams that may cross functions, departments and/or agencies.
8. Ability to work independently, exercise independent judgment, prioritize tasks, and manage multiple projects/assignments/responsibilities in a fast-paced environment under time constraints.
Registration or Licensure Requirements:
Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) preferred but not required.
Initial Selection Criteria:
Minimum Qualifications
1. Graduation from a four-year college or university with major course work in a related field.
2. Minimum of 3 years of experience as a project manager, project coordinator, or program specialist working on large, complex projects.
Preferred Qualifications
1. Knowledge of state health and human services programs such as Medicaid (including Managed Care), CHIP, SNAP and TANF.
2. Experience in managing technical, data-intensive projects and cross-functional project teams.

The OIG is responsible for preventing, detecting, auditing, inspecting, reviewing, and investigating fraud, waste, and abuse in the provision of HHS in Medicaid and other HHS programs. Potential employees of OIG are subject to criminal background checks in accordance with the HHS Human Resources policy. Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
