The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Training and Emergency Management Specialist V position within the Access and Eligibility Services (AES), 2-1-1 Texas Information and Referral Network (2-1-1 TIRN). AES is driven by its mission to connect Texans to people, services and supports by helping individuals and families in need of food, medical care, cash assistance and other social services. 2-1-1 TIRN connects Texans to services by providing information and referral to community and governmental resources online at 211texas.org and by phone 24 hours a day, seven days a week. The Training and Emergency Management Specialist V works under the supervision of the 2-1-1 TIRN Manager in coordination with the Program Design and Operations team lead with considerable latitude for initiative and independent judgment. The Training and Emergency Management Specialist V works with 2-1-1 TIRN staff, contracted Area Information Center (AICs), and other stakeholders to evaluate contract compliance and identify training needs. | |||
Essential Job Functions: Essential Job Function (EJF) 1: Identifies and prioritizes 2-1-1 TIRN training and emergency management needs. Works collaboratively to identify innovative and effective solutions for customers and staff. Develops and maintains a 2-1-1 TIRN training and emergency management strategy. Works with team to assure implementation and attainment of program goals and objectives. Evaluates training and emergency management effectiveness. Identifies issues related to changes implemented in the program and develops recommendations for continuous improvement. (30%) EJF2: Designs and develops materials for a variety of training delivery methods including webinars, web-based or instructor-led, and standalone resource materials. Maintains program data and tools to train staff and AICs. Guides staff training activities for contract staff. Collaborates with subject matter experts’ knowledge in the development and ongoing maintenance of guides, handbooks, process flows, and field tools. Creates and works with other AES and HHS program areas to ensure 2-1-1 TIRN training remains relevant and addresses strategic goals for the division as a whole. Ensures training and other projects comply with applicable regulations and Health and Human Services Commission (HHSC) standards. Represents the department by making presentations, collaborating with stakeholders, other areas of the department, other state agencies, and federal partners. Communicates effectively with subject matter experts and other stakeholders by establishing and maintaining relationships with all level of employees and internal/external stakeholders. Keeps abreast of current trends in the information and referral industry and necessary technology applications including SharePoint, Learning Management Systems, and Customer Relations Management Systems. (30%) EJF3: Coordinates disaster and emergency planning, response, and recovery efforts; executes disaster preparedness drills to verify contract compliance; maintains and enhances the Emergency Management Protocols for use by contractors; represents 2-1-1 at the State Operations Center; provides call volume and unmet needs reports; maintains state office disaster response protocol; and supports the development after action report responses. (15%) EJF4: Conducts research, analysis, project assessment, planning, development and implementation activities; identification of business needs; securing leadership approvals; interagency coordination; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. (15%) EJF5: Performs other duties as assigned. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (10%) | |||
Knowledge Skills Abilities: • Knowledge of training procedures and techniques, education principles, practices, and techniques, learning management and learning content management systems, group processes, group dynamics, interpersonal relations, and instructional design and curriculum development. • Knowledge of public administration and management techniques; statistical analysis processes; research techniques; and of program management processes and techniques. • Knowledge of Health and Human Services programs, functions, and systems. • Skill in reviewing, assessing, providing feedback on performance. • Skill in instructing others and facilitating workshops • Skill in serving as a liaison within internal and external stakeholders, contractors and division leadership. • Skill in listening skills and ability to identify logical inconsistencies • Skill in organization and follow up skills including the ability to handle competing priorities and meet all deadlines and commitments • Ability to formulate learning objectives, develop training objectives, evaluate the effectiveness of training, and to assess training needs. • Ability to make oral presentations and communicate effectively orally and in writing. • Ability to create, analyze, and evaluate information and translate it into easily understandable and concise documents and oral presentations • Ability to ensure business processes are documented completely and accurately • Ability to perform as part of a team by contributing to the formulation of short and long term goals, departmental and work planning, and developing effective communication strategies and relationships with others. • Ability to establish effective working relationships with staff at all levels of an organization, and with agencies and stakeholders. | |||

Initial Selection Criteria: Experience in training or emergency management work. Graduation from an accredited four-year college or university. Master's degree preferred. Experience and education may be substituted for one another. Emergency Management experience preferred but not required. | |||
