GENERAL DESCRIPTION Performs moderately complex to complex management, consultative, grant programmatic management, forecasting, auditing and technical assistance work in the Crime Victim Services Division (CVSD) of the Office of the Attorney General (OAG) by planning, developing, implementing, and evaluating major grant projects and operations for CVSD and the agency. The incumbent is responsible for forecasting and establishing priorities and standards to ensure that agency goals and objectives are achieved. ESSENTIAL JOB FUNCTIONS Assistant Attorney General III Manages the programmatic activities of the OAG Victim Services Grant programs, to include the Sexual Assault Program and Crisis Services Program (SAPCS) by establishing section goals and overseeing daily activities to ensure effective business operations; authorizes hires, separations, disciplinary actions, or rewards; assigns and monitors work; prepares and conducts performance evaluations; provides training and technical assistance; and resolves work-related conflicts Participates in the legislative process, including the legislative appropriations request, or any other fiscal forecasting needs of the division and analyzing legislation; monitors program performance measures; and develops and implements procedures to accurately report performance measures to the Legislative Budget Board Develops and implements grant and projects consistent with the Crime Victim Services management plan and ensures that all projects and assignments are completed accurately and within the established deadlines Identifies operational problems; utilizes problem solving techniques by gathering, analyzing data and facts, and proposes viable recommendations to solve problems Assists in developing CVSD budgets, financial statements, analyses, and reports in accordance with federal and state guidelines Analyzes and interprets expenditure patterns, budget projections, and the financial position of the Division and its programs; analyzes data from a variety of sources to develop statistical reports and to prepare forecasts and financial modeling; projects future trends and payment forecasts for the Crime Victims’ Compensation Program and Victim Services Grant programs Oversees the preparation, review and submission of mandated division, state, and federal reporting to the Attorney General and Legislature Identifies and recommends improvements in technology, workflow, or equipment that will enhance division efficiencies and effectiveness; conducts audits and reviews of work in process to ensure compliance with statute and policy Performs related work as assigned Maintains relevant knowledge necessary to perform essential job functions Attends work regularly in compliance with agreed-upon work schedule Ensures security and confidentiality of sensitive and/or protected information Complies with all agency policies and procedures, including those pertaining to ethics and integrity Assistant Attorney General IV – All of the above functions for an Assistant Attorney General III, PLUS: Mentors and reviews work by less tenured attorneys MINIMUM QUALIFICATIONS Assistant Attorney General III: Education: Graduation from an accredited law school with a Juris Doctor degree (J.D.) Licensed as an attorney by the State Bar of Texas Member in good standing with the State Bar of Texas Experience: Two years full-time victim services, criminal justice, social service, supervisory, managerial, team lead, project management, forecasting, auditing, business administration, or closely related experience Knowledge of criminal justice and victim services delivery system Knowledge of Texas Crime Victims’ Compensation Act Skill in handling multiple tasks, prioritizing, and meeting deadlines Skill in effective oral and written communication Skill in exercising sound judgment and effective decision making Ability to prepare legal documents, to interpret and apply laws, to summarize fundings, to prepare cases and present at hearings and trial Ability to receive and respond positively to constructive feedback Ability to work cooperatively with others in a professional office environment Ability to provide excellent customer service Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG workspace within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave) Ability to arrange for personal transportation for business-related travel Ability to work more than 40 hours as needed and in compliance with the FLSA Ability to lift and relocate 30 lbs. Ability to travel (including overnight travel) up to 5% Assistant Attorney General IV – All of the above qualifications for an Assistant Attorney General III, PLUS: Experience: One additional year of full-time victim services, criminal justice, social service, supervisory, managerial, team lead, project management, forecasting, auditing, business administration, or closely related experience.
