The Finance Division of ERS is currently looking for two (2) professionals to serve as Financial Reporting Accountants (FRAs). As part of the Financial Reporting Team, both positions report to the Financial Reporting Supervisor. Both FRAs will perform highly complex accounting work, producing required financial reports for the agency. However, one role will focus on monitoring and reconciling general ledger accounts for Insurance and Benefit plans. The other role will monitor and reconcile general ledger accounts for Retirement/pension funds. FRA roles will interact with other state agencies as well as internal divisions at ERS. The ability to meet deadlines and flexibility while handling changing priorities are essential to the FRA positions. The ideal candidate will have financial reporting or general ledger experience. Essential Functions includes, but is not limited to: * Oversees and/or prepares, processes, and audits general journal entries, including the monthly state insurance contribution draw for General State retiree insurance, agency contributions ledger corrections, and fund allocation entries * Monitors and reconciles accounts receivable ledger for Insurance and Benefits Premiums/Payments for General State Agencies and Higher-Education Institutions in accordance with GASB 74/75 * Monitors and reconciles general ledger accounts for Insurance, Health Savings Account (HSA), Tobacco premiums, 1% Payroll Health Insurance Contribution, Flexible Savings Account (FSA), etc. * Coordinates and communicates with State Agencies/Higher Education Institutions regarding Insurance and Benefits accounting discrepancies and corrections * Assists in the preparation of the agency's ACFR including fiscal year-end tasks * Assists with special projects, research requests, and ad-hoc reporting needs from internal and external sources * Serves as a back-up for key functions of the team Other Duties and Responsibilities: * Data entry and reconciliations of accounting transactions in the ERS financial systems and into the Uniformed Statewide Accounting System (USAS) * Assists in the compilation and preparation of information for Legislative Budget Board Reporting, GASB Reporting, and Agency Fiscal Certifications * Creates and updates standard operating procedures for the Financial Reporting Section   Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications: 1) Graduation from an accredited four-year college or university with a major in accounting or finance, including a minimum of 12 semester credit hours in accounting. (Experience in accounting, financial analysis, or other related experience, in excess of the required two years, may be substituted for college on a year-for-year basis.) 2) Two (2) years of experience in accounting, financial analysis, or other related experience. o Work related experience must include creating general ledger entries and generating financial reports (income statement, balance sheet, cash flow, etc.).   Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications: 3) Experience maintaining an accounting system (e.g., chart of accounts, profiles, batch jobs, report development). 4) Experience with GASB/FASB implementation and compliance. 5) Experience with PeopleSoft Financials. 6) Accounting experience with a Texas state agency and/or experience with the Uniform Statewide Accounting System (USAS).   PLEASE NOTE: All applications must contain complete job histories, which includes job title, dates of employment, name of employer, supervisor's name and phone number and a description of duties performed.
