Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Enterprise Technology Solutions (ETS) program area.
The Project Manager performs advanced (senior-level) project management work. Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May direct, assign, and evaluate the work of project staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Elements
- Directs, develops, and evaluates technology projects using accepted project management methodologies. Establishes and maintains project plans, milestones, task lists, deliverables, schedules, and budgets. Creates documentation procedures to capture and manage changes and risks.
- Provides highly professional communications appropriate for the project team, stakeholders, management, vendors, and Technical Project Governance Board. Coordinates and facilitates project meetings. Complies and distributes status reports, meeting minutes, and other project information.
- Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. Monitors and manages project related contracts. Monitors quality to ensure project deliverables fulfill the terms of the contract or specifications. Monitors and manages project cost and schedule.
- Develops statements of work, contracts, and amendments. Produces required reports and documentation for the Quality Assurance Team, auditors, and other oversight entities.
- Develops and implements plans to communicate project methodology and processes to interested groups and team members.
- Reviews and recommends proposals and bids to management.
- May direct, assign, and evaluate the work of project staff.
Qualifications
Minimum Qualifications
Graduation from an accredited four-year college or university.
Eight (8) years experience as a Project Manager in an Information Technology setting.
Equivalent education and experience may substitute for one another.
Experience leading or working on projects utilizing an Agile methodology.
Experience developing and managing project artifacts.
Experience developing and presenting complex information across all levels of stakeholders, including executive-level staff.
Applicants selected for an interview will be asked to provide a writing sample.
Preferred Qualifications
Ten (10) years experience as a Project Manager in an Information Technology setting.
Experience writing statements of work, contracts, or solicitations for technology projects.
Experience with State of Texas purchasing, contracting, and vendor engagement and management.
Project Management Professional (PMP) certification.
Knowledge, Skills, and Abilities
Advanced project management skills in the areas of scope, schedule, quality, risk, resources, and budget management.
Knowledge of project management principles and Agile delivery practices.
Ability to negotiate and build consensus in diverse teams utilizing best-practices in negotiation and conflict resolution.
Knowledge of the software development lifecycle (SDLC).
Ability to establish project goals and objectives, and to manage advance complex initiatives with independent judgment including addressing changes in project scope, resources, and budget.
Skilled in synthesizing, analyzing, and evaluating highly complicated and technical information and translate it easily understandable and concise documents and oral presentations for agency executives, elected officials, and the public.
Ability to apply independent judgment in making critical decisions.
Ability to lead and work cooperatively in a team environment.
Advanced Microsoft Office skills, particularly with Word, Excel, PowerPoint, MS Project, Visio, SharePoint, and MS Teams.
Physical Requirements
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas; normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; ability to move and transport records, documents, boxes and all related information, materials and tools, weighing up to 50 pounds; frequent sitting and/or remaining in a stationary position; ability to bend, stoop, kneel, reach and/or steer a boat as needed; the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.
