 General Description:

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Veterans Land Board, Veterans Homes.

The successful candidate will be an integral part of the Veterans Land Board. To be successful the candidate must model the GLO’s competencies of Integrity, Open Communications, Teamwork, Innovation and Proficiency.

Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the Texas State Veterans Homes. Work involves providing strategic direction, establishing goals and objectives; overseeing the development and implementation of policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within a department(s) or division(s). Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of; Navy – 641X LDO – Administration; Coast Guard – MGT10 Management; Marines – 8003 General Officer; Air Force – 97E1 Executive Officer or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position.

Essential Duties:

•            Directs day-to-day operations of the Texas State Veterans Homes program area. Ensures effective departmental operations and monitors employee performance. Assigns, directs, and coordinates staff activities so that timeframes and deliverables are met.

•           Develops and maintains open and proactive channels of communication with outside agencies and organizations that impact TSVH activities. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.

•           Implements strategies and actions to achieve the objectives set forth in the Strategic Plan including implementing cost containment and reduction strategies. Ensures effective oversight and analysis of financial reports to ensure budgetary compliance within the TSVH program area.

•            Implements an effective contract monitoring program to evaluate operator performance related to contract obligations and expectations for TSVH programs.

•            Supports necessary initiatives to achieve a diverse workforce and takes steps to see the concepts are part of the culture of the program.

 

Knowledge, Skills, and Abilities:

 

Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; and the principles and practices of public administration and management.

Skill in establishing plans and setting objectives and goals that support an overall business strategy.

Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.

 

Qualifications

 Minimum Qualifications:

6  years’ experience to include experience working in Veterans Homes or with Veterans Programs.

Graduation from an accredited four-year college or university with major coursework in Business Administration, Finance or related field.

Experience and education may be substituted for one another.

 

Preferred Qualifications:

Experience working in a skilled nursing facility or with a regulatory entity such as the Health and Human Services (HHS) or the United States Department of Veterans Administration (USDVA).
