JOB SUMMARY:

The Accounts Payable Accountant II performs routine (journey-level) accounting work. This position will function as an Accounts Payable Specialist. The position provides technical guidance and ensures the accuracy of accounts payable operations for the agency. Specifically, this position creates complex manual vouchers necessary for the agency contract payments; distributes invoices from the Accounts Payable Mailbox and assists with monthly financial reconciliations associated with accounting systems and ledgers. This position prepares, audits, and post various encumbered and unencumbered vouchers ensuring accuracy and appropriate documentation. This position is also responsible for understanding, interpreting, and following state and federal rules and regulations. Performs other duties as assigned. This position works under general direction with moderate latitude for the use of initiative and judgement.

ESSENTIAL FUNCTIONS:

  • Process invoices for payment of goods and services in accordance with the state’s Prompt Payment Law.
  • Performs data entry and query of systems, using accounting systems.
  • Prepares and/or processes general journal entries; and prepares and/or processes payments, travel, and related vouchers
  • Monitors and updates Automated Procurement System to ensure invoices are received correctly, approved properly, and paid promptly.
  • Assist with internal and external customers inquiries
  • Reconcile vendor payment to ensure payments are accurate and in accordance with the state’s Prompt Payment Law
  • Classifies, codes, posts, and balances accounts payable documents
  • Reviews agency accounting records, such as expenditures; and ensures that agency assets are accounted for properly
  • Researches and reconciles discrepancies in accounts and reports findings

MINIMUM QUALIFICATIONS:

  • 2 years’ experience working in accounting or financial operations
  • Associates Degree Preferred or minimum of 2 years’ higher education with college or university

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge and experience processing invoices
  • Knowledge and experience reviewing accounts payable
  • Knowledge of fiscal programs, governmental accounting; policies and procedures; regulations pertaining to financial operations

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This classification functions in a standard office environment.  There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact.  The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
