WHO ARE WE
The Texas Department of Agriculture Financial Services Division supports TDA programs by performing financial duties in the areas of accounting, budget, purchasing, contracting, accounts payable and payroll. The Accounting Section manages the agency general ledger, prepares the Annual Financial Report, administers cash management, and develops agency financial reports. TDA receives and distributes grant funds, and Accounting provides additional oversight to grant program disbursements and reporting.
WHAT YOU’LL DO
The Accountant will perform moderately complex accounting work involving preparation, posting, maintenance, review of records, documents and reports for expenditures. You will enter, analyze and reconcile financial transactions related to agency expenditures. Work is performed under general supervision with limited latitude for the use of initiative and independent judgement.
PRIMARY RESPONSIBILITIES
Classify, code, prepare, enter and process travel accounts payable vouchers in Centralized Accounting and Payroll/Personnel System (CAPPS).
Review travel vouchers and central billed travel invoices and compares to agency travel request forms and receipts to ensure proper billing.
Research billing errors and resolves discrepancies and ensure travel accounts are reconciled.
Process travel advance payments and maintains all necessary documentation for agency travel advance account.
Audit and verify compliance of accounting and control records according to agency, state and federal standards and regulations.
Maintain controls necessary to provide accurate accounts of expenditures related to travel.
Address vendor and program area issues related with travel expenditures.
Assist in matching payments and filing vouchers.
Analyze and recommend improvements, adaptations or revisions to procedures.
Perform data retrieval in the Uniform Statewide Accounting System (USAS) and Texas Identification Number System (TINS).
Follow all TDA policies and procedures.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor’s Degree (One year of work experience related to the primary responsibilities may substitute for one year of college).
Experience in accounts payables, accounts receivable, revenue collections or related.
Bachelor’s degree in Accounting, Finance or related field may substitute for undergraduate degree and the required work experience.
PREFERRED
Bachelor’s degree in accounting, finance or related field.
Experience with State of Texas accounting systems such as USAS or CAPPS.
Experience with government in travel accounting and/or processing.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of generally accepted accounting principles; of state laws pertaining to public funds, governmental finance and automated accounting systems.
Skill in providing customer service excellence to both internal and external customers; the use of a computer and applicable software.
Ability to perform and interpret numerical analyses; analyze, evaluate and summarize accounting records for accuracy and conformance to procedures, rules and regulations; explain technical accounting information in an understandable manner; efficiently organize, prepare and maintain volumes of detailed records, files, procedures and reports; organize information and provide clear audit trails for documentation; work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail; multi-task in a fast-paced environment; exercise sound judgment and discretion.
ENVIRONMENTAL/PHYSICAL CONDITIONS
Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 5%), occasionally overnight.
