Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Community Development and Revitalization (CDR) Program Integration program area.
Project Manager III – Performs complex (journey-level) project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Project Manager IV – Performs advanced (senior-level) project management work. Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May direct, assign, and evaluate the work of project staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
The Community Development and Revitalization division is essential in furthering the Texas General Land Office’s mission to help Texans rebuild and recover from disasters. This position has the responsibility for helping CDR ensure that all projects are compliant with all applicable standards and regulations, are completed in a timely and cost-effective manner, and are of the highest quality.

Essential Job Elements
- Manages complex projects that are being watched at the state and national level. Oversees multiple projects concurrently.
- Intiates projects with considerable latitude and independent judgment, obtains authorization and commitment and demonstrates business need and project feasibility related to Community Development and Revitalization processes.
- Monitors and manages projects quality to ensure the project deliverables are acceptable and fulfill the terms of the project contract or specifications. Monitors and manages project costs to ensure that the project is completed within budget and on schedule.
- Coordinates project activities with other state agencies/divisions and ensures buy-in from state/division and federal agencies, such as GLO Coastal, Texas Water Development Board, USACE, USGS, TDEM, Texas A&M System, FEMA, and other governmental jurisdictions, or private sector partners and contractors.
- Oversees and evaluates the performance of vendors such as Area Engineers, Grant Administrators and Engineering service providers to ensure program performance compliance.
- May plan or supervise others to execute and accomplish project milestones.
- Compiles, documents, and explains complex project methodology and processes to stakeholders, interested groups and team members related to Community Development and Revitalization program.
- Identifies potential project risks and ensures mitigation strategies are utilized.
Qualifications
Minimum Qualifications
Bachelor’s degree in public policy, business, urban planning, or field related to position plus three (3) years’ experience in
managing projects, grant programs, planning studies, or related experience.
Note: Education an experience may be substituted for one another.
Preferred Qualifications
- Experience managing projects or programs related to Housing and Urban Development (HUD), Disaster Recovery, Grant Management or related field.
- Experience with State and Federal programs related to housing, housing management, grant management and disaster recovery.
- Experience with CDBG-DR or other federally funded disaster recovery programs, people, and/or projects.
- Experience in the management of a business function, division, or department relevant to the assignment.
- Experience coordinating projects, work groups or team members.
- Experience in business process and workflow analysis.
Knowledge, Skills, and Abilities
- Knowledge of project management theories and practices applicable to projects that are complex in scope; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.
- Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures; and of statistical analysis.

Physical Requirements
