Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Community Development and Revitalization (CDR) Business Management program area.
Management Analyst II – Performs complex (journey-level) professional administrative and policy analysis work. Work involves conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Management Analyst III – Performs advanced (senior-level) professional administrative and policy analysis work. Work involves coordinating and implementing organizational studies and evaluations, reviewing systems and procedures, coordinating work simplification studies, and reviewing operations and procedures manuals to assist management in operating more efficiently and effectively. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
The Community Development and Revitalization division is essential in furthering the Texas General Land Office’s mission to help Texans rebuild and recover from disasters. This position has the responsibility for helping CDR ensure that all projects are compliant with all applicable standards and regulations, are completed in a timely and cost-effective manner, and are of the highest quality.

Essential Job Elements
- Provides oversight, management, and planning as it relates to grant portfolio management of the Community Development and Revitalization program area.
- Works closely with CDR Support teams (Finance, Legal and Contracts) to ensure accurate tracking, reconciling, and reporting of CDR’s grant portfolio. Participates in procurement and contracting as needed.
- Reporting variances and recommending adjustments to finance and accounting data.
- Develops solutions to organizational issues and concerns that may arise, develops organizational change strategies and plans, and/or conducts training for their implementation, to ensure accurate financial data.
- Reviews and evaluates new or improved business and management practices for application as they relate to program or operational budgets.
- Advises management on Vendor Management by identifying priorities and defining scope, purpose, objectives, time frames, and resource requirements.
- Develops, implements, and maintains relationships with various stakeholders, vendors, and agency management.
- May assign and/or supervise the work of others.
Qualifications
Minimum Qualifications
Graduation from an accredited four-year college or university with major coursework in business administration or a related field and two (2) years experience in business, finance, budget, or related field.
Preferred Qualifications
- Three (3) years experience working as in business management, finance, budget, or related field.
- Experience working in state government

Knowledge, Skills, and Abilities
- Detailed oriented
- Advanced knowledge of MS Excel
- Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures; and of statistical analysis.
- Skill in the use of a computer and applicable software.
- Self-motivated problem-solver; ability to evaluate problems, to develop alternative solutions, to coordinate studies, to develop and interpret policies and procedures, to design programs or training, to implement policies and procedures, to prepare concise reports, to communicate effectively, and to supervise the work of others.
Physical Requirements
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas; normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; ability to move and transport records, documents, boxes and all related information, materials and tools, weighing up to 50 pounds; frequent sitting and/or remaining in a stationary position; ability to bend, stoop, kneel, reach and/or steer a boat as needed; the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.
