JOB SUMMARY:
The Independent Audit Reviewer reports to the Director of Internal Audit and has direct oversight for the Construction Audit Services function which includes managing all requirements related to performing the procurement, acquisition and contract monitoring activities assigned to Internal Audit to obtain external audit services including managing and tracking the disposition of the results of audits and reviews performed on construction and deferred maintenance activities. Responsibilities include clear and concise articulation of audit and project progress, updates, results and impact of findings and issues to TFC Executive Management, TFC Commissioners, external oversight bodies and others as required. The Independent Audit Reviewer will implement and maintain a risk assessment process, in accordance with auditing standards, of the administrative and oversight construction-related functions at TFC, such as contract development, contract management, procurement, project management, payment review and payment approval processes, and perform audits and reviews of resulting high-risk areas. This position works under minimal supervision with extensive latitude for initiative and independent judgment.
ESSENTIAL FUNCTIONS:
Manages the construction audit services contracting function in compliance with applicable laws, rules and regulations. Works with selected vendors to conduct audits and reviews of TFC construction activities, which includes conducting actual procedures independently, parallel to, or in conjunction with the selected vendor or team, throughout the year. Independently reviews and approves Internal Audit contractor deliverables in accordance with the State of Texas Procurement and Contract Management Guide, and associated grants, contracts and agreements.
Creates policies, procedures and processes, which includes communication and training to relevant stakeholders, and maintains an active knowledge-based repository of current information related to construction audit guidance and practices, such as AIA standards.
Implements and maintains a continuous risk assessment process over the facility and maintenance portfolio of projects and contracts in accordance with auditing standards and utilizes the breadth of audit and assurance engagement types to address high-risk areas.
Reports on results by detailing or summarizing information related to findings, observations, issues, risks and controls, including impacts in relation to agency legislation or appropriations.
Acts as an internal audit liaison with oversight agencies as well as internal and external stakeholders.
Performs related work as assigned. Available to work on-site as required to perform, monitor, or oversee construction audit services activities or perform audit procedures
MINIMUM QUALIFICATIONS:
Required: Licensed CPA or certified CIA, active and in good standing.
Required: At least five (5) years of progressively responsible experience performing audits, contract monitoring, or compliance reviews and project management activities in a governmental monitoring or governmental audit/accounting position.
Preferred: Advanced knowledge and application of State of Texas Procurement and Contract Management Guide.
Preferred: At least two (2) years of recent construction auditing, construction accounting or construction project management experience involving government funds or state appropriations. Active CTCM and CTCD or completion by passing the Comptroller’s requirements, within one year of hire
KNOWLEDGE, SKILLS & ABILITIES:
Extensive knowledge and demonstrated recent and active use of the IPPF Red Book, GAO Yellow Book, COSO framework, and State of Texas Procurement and Contract Management Guide for the performance and assignment of activities.
Knowledge of auditing construction payment management or contract-defined payment processes and identification of cost recovery procedures and practices for offset.
Skill in preparing, reviewing and accepting work products including attention to detail necessary to ensure the standards for the sufficiency of evidence are met and demonstrated.
Skill in performing reviews of literature and research on professional organizations’ publications, frameworks, and industry repositories with preference for construction industry and facilities life cycle management sectors.
Knowledge of information systems used to support business and administrative functions and ability to identify risks and controls in relation to program operations.
Ability to independently monitor workflow progress and productivity against strict timelines.
Effective oral, presentation, and written communication skills. Skill in creating complex reports with technical content and presentations.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
