GLO – Accountant IV
Essential Job Duties:
Audits and validates the Community Development Block Grant, CDBG vendor/subrecipient invoices and grant requests for payment for accuracy and compliance with departmental policies and procedures and state and federal statutes and regulations. Coordinate with the GLO-CDR (Community Development and Revitalization) program staff and contractors to resolve any issues with invoice payment vouchers and/or related documentation.
Prepares receipt request and processes invoices related to the federal grant programs managed by the GLO-CDR, using GLO financial systems, and USAS. Prepares and enters federal draws with HUD (Housing and Urban Development) via the DRGR (Disaster Recovery Grant Reporting) billing system. Classifies, codes, enters and balances financial and accounting documents and records. Ensures timeliness and adherence to the Prompt Payment Law.
Checks accounting operations in progress, reviews and audits completed financial records for accuracy and compliance with legal, departmental, state and federal regulations. Maintains adequate records of expenditures, and revenue collected in the final invoice payment voucher packet.
Maintain systems and controls necessary to provide accurate accounts of expenditures and budget balances for GLO-CDR programs; including researching and reconciling discrepancies in the various systems used for invoice processing (including MIP, USAS, BuySpeed, DRGR, TRECS, TIGR and QuickBase), reports findings and prepares general ledger accounting entries to clear the variances to the GLO financial systems.
Professionally and effectively communicates and represents Federal Accounting both verbally and written with grant recipients, vendors, external stakeholders, and internal GLO staff; including meetings and with collaboration efforts with those external to the division. Comply with agency’s standards of conduct.
Analyze and recommend improvements, adaptations or revisions to the accounting system accompanying procedures. Identify areas of improvement or needed change and make recommendations to improve operations, increase efficiency, and/or reduce required resources.
May assist in planning, development, coordination, and review of guidelines, procedures, policies and rules and with cross-training staff.
Minimum Qualifications:
Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related business field.
A minimum of three years’ experience in a progressively responsible accounting, financial or closely related business position.
Experience and education may be substituted for one another.
Preferred Qualifications:
Experience with general ledgers reconciliations, payment processes, and federal grants.
Knowledge of the Department of Housing and Urban Development’s Disaster Recovery Grant Reporting System (DRGR), the Uniform Statewide Accounting System (USAS), BuySpeed and TIGR applications.
Experience with CPA expenditure policies and procedures; Prompt Payment Law and 21-day rejection rule.
