Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our CDR Executive program area.
MA II – Performs complex (journey-level) professional administrative and policy analysis work. Work involves conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
MA III – Performs advanced (senior-level) professional administrative and policy analysis work. Work involves coordinating and implementing organizational studies and evaluations, reviewing systems and procedures, coordinating work simplification studies, and reviewing operations and procedures manuals to assist management in operating more efficiently and effectively. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
MA IV – Performs highly advanced (senior-level) professional administrative and policy analysis work. Work involves overseeing and implementing organizational studies and evaluations, evaluating systems and procedures, overseeing work simplification studies, and evaluating operations and procedures manuals to assist management in operating more efficiently and effectively. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
The Community Development and Revitalization division is essential in furthering the Texas General Land Office’s mission to help Texans rebuild and recover from disasters.

Essential Job Elements
- Develops researches, and identifies sources of external funds and creates or develops proposals to secure funds for new grant opportunities and grant renewal opportunities.
- Monitors and maintains files and records and prepares reports related to grant activities for grants issued and received.
- Develops policies, rules, or regulations; coordinates guidance provided to staff and the community regarding grant administration, compliance, policies, and procedures; and resolves related issues and concerns.
- Analyzes and reviews letters of intent and grant applications.
- Serves as a liaison between the agency, the State, and grant funding sources by attending meetings, responding to information requests, and resolving issues between parties involved.
- Reviews and participates in the development of requirements for grant programs and in the creation of grant applications that may be awarded by the grantor agency.
- Prepares and reviews grant closeout materials.
- Reviews and ensures compliance with conditions of grants by coordinating agreements, contracts, expenses, activities, and federal and state regulations.
- Provides technical assistance to affected stakeholders to ensure successful delivery of recovery efforts from application to grant closeout.
Qualifications
Minimum Qualifications
Graduation from an accredited four-year college or university with a degree in public administration, business, or closely related field, and two (2) years experience in the administration, development, coordination and monitoring of grants.
Experience and education may be substituted for one another.
Salary and classification are dependent on qualifications.
Preferred Qualifications
Experience as a grant coordinator, specialist, or manager.
Disaster Recovery and/or community development block grant experience.
Knowledge, Skills, and Abilities
- Knowledge of laws and regulations pertaining to grants and contract administration; of research and budgeting processes; of business administration principles and practices, including financial management and accounting; and of program planning and development.
- Skill in grant preparation, development, evaluation, and monitoring; in report writing; in budget development and monitoring; and in the use of a computer and applicable software.
- Ability to interpret guidelines, policies, procedures, and regulations; to evaluate contracts; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; to communicate effectively; and to assign and/or supervise the work of others. Ability to attend work regularly and adheres to established work schedule in accordance with agency leave and attendance.
Physical Requirements
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
