Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Enterprise Technology Solutions area of the agency.
The Project Manager performs complex (journey-level) project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Elements
- Plans, manages, and oversees assigned technology projects. Establishes and maintains project plans, milestones, task lists, deliverables, schedules, and budgets. Creates documentation procedures to capture and manage changes and risks.
- Communicates necessary information to the project team, stakeholders, management, and vendors. Coordinates and facilitates project meetings. Complies and distributes status reports, meeting minutes, and other project information.
- Monitors and manages project related contracts. Monitors quality to ensure project deliverables fulfill the terms of the contract or specifications. Monitors and manages project cost and schedule.
- Develops statements of work, contracts, and amendments. Produces required reports and documentation for the Quality Assurance Team, auditors, and other oversight entities.
- Ensure that projects follow accepted processes, procurements and contracts, and policies.
Qualifications
Minimum Qualifications
Graduation from an accredited four-year college or university.
Three (3) years’ experience as a Project Manager in an Information Technology setting.
Equivalent education and experience may substitute for one another.
Experience leading or working on projects utilizing an Agile methodology.
Experience developing and managing project artifacts.
Experience developing project timelines and milestones.
Preferred Qualifications
Experience writing statements of work, contracts, or solicitations for technology projects.
Experience with purchasing, contracting, and vendor engagement and management.
Experience leading or working on project unitizing and Agile methodology.
Knowledge, Skills, and Abilities
- Project management skills in the areas of scope, schedule, quality, risk, resources, and budget management.
- Knowledge of the software development lifecycle (SDLC).
- Advanced Microsoft Office skills, particularly with Word, Excel, PowerPoint, MS Project, Visio, SharePoint, and MS Teams.
- Skilled in synthesizing, analyzing, and evaluating moderately complicated and technical information and translate it easily understandable and concise documents and oral presentations for agency executives, elected officials, and the public.
- Ability to apply independent judgment in making critical decisions.
- Ability to lead and work cooperatively in a team environment.
- Ability to establish project goals and objectives with moderate independence.
Physical Requirements
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas; normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; ability to move and transport records, documents, boxes and all related information, materials and tools, weighing up to 50 pounds; frequent sitting and/or remaining in a stationary position; ability to bend, stoop, kneel, reach and/or steer a boat as needed; the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.
