Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Financial Management area of the agency.
The Purchaser performs highly advanced (senior-level) purchasing and procurement work. Work involves establishing program goals and objectives; planning, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and monitoring the maintenance of detailed records of items purchased, received, prepared, and issued. May supervise the work of others. Works under minimal supervision, with extensive latitude for theuse of initiative and independent judgment.

Essential Job Elements
- Oversees processing of various types of requisitions for delegated purchases of routine goods and services. Works with requestors to develop clear and accurate specifications. Makes spot purchases and distributes informal bid invitations to vendors. Issues purchase orders, including all required documentation, e.g., document type, purchase category code, SAM.gov and other vendor checks, best value statement, proprietary or emergency justification letters (if applicable), legal cites, etc. Coordinates the setup of new vendors.
- Processes purchases through the Statewide Procurement Division (SPD), including coordination with requestors to develop clear and accurate specifications. Works closely with SPD and GLO staff throughout the procurement cycle. Maintains knowledge of commodities and services on set-aside contracts, term contracts, DIR contracts, and TXMAS contracts. Assists GLO staff with information on these contracts and issues purchase orders through Texas SmartBuy. Serves as administrator for agency credit cards in coordination with Cash Management. Reviews cardholder logs and receipts monthly for compliance with agency policy and state law. Orders new credit cards and cancels cards as needed.
- Coordinates and processes complex purchases of goods and services using various formal solicitation methods, including Invitation for Bids (IFBs), Request for Proposals (RFPs), Request for Offers (RFOs), and Request for Qualifications (RFQs). Coordinates with GLO Contract Management division on purchases that require a formal contract. Posts IFBs, RFPs, RFOs, and RFQs to the Electronic State Business Daily (ESBD), conducts evaluation team meetings, compiles scoring matrices, issues Notices of Award to selected vendors, and posts awards to the ESBD. Ensures all required documents are in the procurement file throughout the procurement cycle and that all contents comply with purchasing laws, rules, and regulations.
- Coordinates the development of purchasing program guidelines, procedures, policies, rules, or regulations. Oversees or prepares the delivery of required statutory reports, including Legislative Budget Board (LBB) and HUB bids and awards. Coordinates the monitoring and tracking of vendor performance. Monitors legal and regulatory requirements pertaining to procurement, as well as market and cost trends, and assists GLO staff with understanding these requirements and the current competitive environment. Attends training to maintain certification(s) and develop skills, and provides training to others as needed.
Qualifications
Minimum Qualifications
- Graduation from an accredited four-year college or university with major coursework in business administration or a related field is generally preferred.
- Experience in purchasing and procurement of commodities and services.
- Experience and education may be substituted for one another.
Candidate must be certified as a Certified Texas Contract Developer (CTCD) or must be able to obtain the certification within six (6) months of hire date.
Knowledge, Skills, and Abilities
- Knowledge of purchasing and procurement methods and procedures, of state procurement principles and practices, of assigned commodities and products on the open market, of supply sources, and of the principles of business administration and accounting.
- Skill in the use of a computer and applicable software.
- Ability to evaluate and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements and specifications; to communicate effectively; and to supervise the work of others.
Physical Requirements
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas; normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; ability to move and transport records, documents, boxes and all related information, materials and tools, weighing up to 50 pounds; frequent sitting and/or remaining in a stationary position; ability to bend, stoop, kneel, reach and/or steer a boat as needed; the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.
