The Texas Health and Human Services Commission (HHSC) seeks highly qualified and motivated candidates to fill four (4) Grant Specialist IV positions within the Access and Eligibility Services (AES), Community Access division.

Under the supervision of the Program Support & Grant Management Director, Office of Aging and Disability Services, this position fulfills an essential agency function involving the management of multiple federal grant programs for the Aging and Disability Resource Center program and Area Agencies on Aging program.

Across each of these programs, the position will perform extensive and highly skilled grant development, coordination, including the preparation of grant applications and federal reporting, and all aspects of grant project implementation. The work involves: 1) administering, preparing, maintaining, and reporting grant requirements, including contracting and accountability oversight of subcontractors; 2) coordinating and
submitting applications packets, work plan and budget; 3) serving as a liaison between stakeholders, advisory councils, funding sources, and the state. The position will also perform in-depth analysis and evaluation for each grant program and provide complex technical assistance regarding overall program design and project
implementation.

The position requires professional and effective communication and interaction with HHSC management, legal and budget staff, program staff, information technology staff, subcontractors, service providers, advocacy groups, consumers, families, and other stakeholders. It requires ongoing, detailed interactions with federal officials and in-depth knowledge for submitting materials needed through the federal grant electronic information management system. This position requires professional and highly advanced presentation and organizational skills; fiscal management of grant and contract budgets and financial reporting activities and works under limited supervision, with extensive latitude for initiative and judgment.

Essential Job Functions:
Attends work on a regular and predictable schedule following agency leave policy and performs other duties as assigned.

EJF1: Assists with developing and reviewing policies related to assigned grants, including all relevant federal guidelines, and interprets and prepares these in the form of formal guidance to program stakeholders and subcontractors. (10%)

EJF2: Identifies all available sources of grant funds related to the major program areas within their appropriate time frames and coordinates the preparation of application materials (including letters of Intent) and other requirements to secure the funds. (10%)

EJF3: Serves as a liaison between HHSC, other HHS agencies, the federal government, and other external stakeholders, which includes attending relevant meetings (traveling as necessary), responding to information
requests, and making presentations (10%)

EJF4: Plans, manages, and conducts internal workgroups of staff, external agency personnel, and other appropriate stakeholders as necessary to develop project goals, organizational structure, program objectives, work plans, and budgets. (15%)

EFJ5: Provides technical assistance on an on-going basis via phone, email, and videoconference for grant sub recipients and hosts conference calls to share progress made by each grant sub recipient on achieving the goals and objectives set by the grant administrator. (15%)

EJF6: Prepares and approves grant application project plans and timelines. Also coordinates and oversees the completion of related tasks among appropriate staff and other divisions and agencies, as relevant; reviews relevant work completed by other staff (including intent letters or major application sections); ensures all materials/requirements are met promptly for HHSC management review and final submission. (20%)

EJF7: Oversees and assures HHSC’ compliance with all federal grant requirements, including any state requirements related to grant administration; negotiates, monitors, updates, and revises all agreements, sub-contracts, project expenses, and activities; evaluates, tracks, and approves budgets and project costs, including requests for budget revisions. (20%)

EJF8: Performs related work as assigned. May plan, assign, and/or supervise the work of others.

Knowledge Skills Abilities:
Knowledge of aging and disability programs and service systems; Medicare; Medicaid; and other public and private benefits.
Knowledge of laws and regulations pertaining to grants and contract administration.
Knowledge of program planning, implementation, and evaluation,
Skills in community assessment and collaboration building, including technical assistance and partnership agreements, inter-agency training curricula, and sharing of other local resources.
Skills in creating and articulating program design and system change models, including the identification of national and best practices.
Skills in grant and report writing and budget development.
Skills in developing fiscal management tools and reporting processes.
Skills in program performance evaluation and quality assurance monitoring.
Ability to interpret guidelines, policies, procedures, and regulations; evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; and plan, assign and supervise the work of others.
Ability to communicate professionally and effectively, verbally and in writing.

N/A

Initial Selection Criteria:
Graduation from an accredited four-year college or university. Five years of experience with working with Older Americans Act programs or other health and human services organizations will be considered in lieu of the education requirement. AND

Experience in the administration, development, coordination, and monitoring of federal grants.

State agency or non-profit experience preferred.
