General description
Join the Fiscal Management team as a Director III-IV! Work involves providing direction and guidance in strategic operations and planning. Oversees the daily operations and activities for the Fiscal Management/Statewide Fiscal Oversight Division, which is comprised of the Fiscal Operations Area, the Appropriation Control, Statewide Fiscal Programs, Financial Reporting, Expenditure Audit, Expenditure Assistance, and Payment Services sections. Reports to the Director and Assistant Director of Fiscal Management and works closely with the Statewide Fiscal Systems division to establish statewide fiscal policy, research public information requests, and respond to legislative requests. Assists in developing an annual business plan with division goals and objectives. Establishes priorities, standards, and measurement tools for determining progress in meeting goals. Develops and maintains a strong working relationship with other CPA divisions, state agencies and universities, other state oversight agencies, and legislative staff. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Qualifications
Minimum Qualifications
Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Economics, or a related field.
8 years of progressively responsible experience in one or more of the following areas: governmental accounting, budget/appropriation management, governmental financial reporting, and/or governmental fiscal analysis.
6 years of management experience, to include roles as Team Leader, Supervisor, or Manager in a Texas state agency or institution of higher education, or for a Texas local government board or agency.
Preferred Qualifications
Master’s degree in Accounting, Finance, Business Administration, Public Administration, Economics, or a related field.
Experience in Texas state government fiscal management at an executive level.
Experience in the legislative process which includes analysis and interpretation of legislation.
Graduate of the Texas Fiscal Officers Academy.
LICENSES / CERTIFICATIONS
Preferred – Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM)
In this role you will:
Provides day-to-day direction and guidance for the Statewide Fiscal Oversight department operations including the preparation of fiscal policies and procedures, internal/external training materials, manuals and guides, the administration of appropriations, administration of the Cash Management Improvement Act program, production of the Annual Cash Report, production of the Annual Comprehensive Financial Report, maintenance of the Comptroller’s Manual of Accounts, production of agency post-payment audit reports, allocation of payments, and distribution of payments. Responsibilities include setting strategic direction and detailed oversight of division work products. Where necessary, serve as contract manager for designated contracts.
Works closely with other Comptroller divisions, state agencies and universities, other state oversight agencies, legislative staff, legal staff, and financial professionals on fiscal policies and processes. Actively participates and oversees legislative analysis and resolution of division-related issues concerning the General Appropriations Act and other state law. Researches and implements legislation, statutes, and fiscal policies to ensure compliance with applicable law.
Provides supervision and/or guidance to division employees. Monitor work performance, conduct evaluations for staff, develop competencies, and resolve employee issues according to agency policy. Serve as a model, mentor and motivator to employees. Demonstrate professional conduct and adherence to agency policies. Ensure the professional development of section personnel through activities such as classroom training, on-the-job training, job rotations, cross training and special assignments and projects.
Perform ongoing planning functions to meet performance targets and improve operations while following division and agency policy and procedure; plan and develop budget and business plan for the division. Establish and maintain performance measures and communicate expectations to section managers. Closely monitor progress in meeting goals and key performance measures, develop and implement corrective action plans as required. Evaluate division operations to identify short, mid-, and long-term goals and objectives. Oversees personnel management activities of the division including hiring staff, employee recognition and development, and disciplinary actions.
Research information requests and responds to legislative requests. Testifies at hearings and legislative meetings as appropriate.
Provides support and guidance on statewide systems functionality, including active participation in the division’s Legacy Fiscal Modernization (LFM) efforts. Oversees the prioritization of Statewide Fiscal Oversight’s Application Change Requests (ACRs). Serves as a member of the Fiscal Management Steering Committee. Participates in the Fiscal Management strategic planning process.
