Description

 The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Financial Management Department.

The Director performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards,
and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within a department or division. Supervises the work of others. Works under minimal supervision, with
extensive latitude for the use of initiative and independent judgment.

Essential Job Elements
FUNCTIONAL AND BUSINESS ACTIVITIES to include, but not limited to:
1. Develops, reviews, and approved agency-wide budgets.
2. Directs the Budget division, and related activities across Financial Management and the agency.
3. Plans, develops, and approves schedules, priorities, and standards for achieving Budget division goals, using regular staff meetings to ensure that communication with all staff is consistent and uniform; and directs evaluation activities.
4. Plans, assigns, and supervises the work of the Budget division.
5. Represent the agency at business meetings, hearings, legislative sessions, conferences, and seminars, when applicable.
GUIDANCE AND OVERSIGHT ACTIVITIES to include, but not limited to:
1. Provides direction, guidance, and assistance in budget functions to the agency.
2. Reviews and approves management, productivity, and budget reports and studies.
3. Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide budget direction and guidance.
POLICY AND PROCEDURE ACTIVITIES to include, but not limited to:
1. Develops, establishes, and implements goals and objectives consistent with the agency’s strategic plan.
2. Reviews budget guidelines, procedures, rules, and regulations; and monitors compliance.
3. Plans, develops, implements, coordinates, monitors, and evaluates budget policies and procedures.
IMPROVEMENT AND INNOVATION ACTIVITIES to include, but not limited to:
1. Develops and implements techniques for evaluating budget activities.
2. Identify the need to revise budget functions throughout the agency, and report findings and recommendations to the Deputy CFO and CFO.
3. Performs special projects and related work as assigned.

 

Qualifications

Qualifications

  • Graduation from an accredited four-year college or university with major coursework in accounting, finance, business, public administration, or a related field.
  • Five (5) years of supervisory, team lead, or senior budget analyst experience.
  • At least ten (10) years of progressively responsible experience with budget preparation and analysis, financial management, budget development or management.

Due to seasonal reports and projects that are deadline driven, this job requires work outside normal business hours as needed.

Each year of related experience over the required may be substituted for one year (30 semester hours) of required college credit.

Preferred Qualifications
State of Texas budget experience and State of Texas financial and budgetary systems experience are highly preferred.

Knowledge, Skills, and Abilities

  • Advanced knowledge of budget, accounting, financial concepts, management principles, and the Texas legislative process and the ability to interpret budget policies, procedures, and regulations.
  • Advanced knowledge and experience with Excel (pivot tables, formulas).
  • Experience in successfully leading and managing projects and project teams.
  • Ability to plan, assign and/or supervise the work of others, including reviewing work and ensuring accuracy.
  • Possess advanced leadership skills.
  • Ability to anticipate potential issues, identify errors during reviews while taking and/or recommending appropriate corrective actions for resolution.
  • Advanced analytical skills and problem-solving ability with exceptional attention to details.
  • Ability to complete tasks and projects in a timely manner and persist until tasks are completed.
  • Ability to work independently, prioritize assignments, be flexible, be organized, and work on multiple assignments with a high level of accuracy while meeting established deadlines.
  • Capability to break down complex information into comprehensive parts, ask questions, synthesize and analyze.
  • Possess excellent written and oral communication skills; ability to assess, interpret, and concisely communicate financial data to customers.
  • Ability to work with sensitive information and maintain confidentiality.
  • A self-starter, with an outcomes-based approach with a desire to self-reflect, self-improve, give/receive feedback and continuously improve.
  • Ability to engage in a collaborative, results-oriented team environment.

Physical Requirements
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas; normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; ability to move and transport records, documents, boxes and all related information, materials and tools, weighing up to 50 pounds; frequent sitting and/or remaining in a stationary position; ability to bend, stoop, kneel, reach and/or steer a boat as needed; the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.
