WHO ARE WE

The Texas Department of Agriculture Financial Services Division supports TDA programs by performing financial duties in the areas of accounting, budget, purchasing, contracting, accounts payable and payroll. The Accounting Section manages the agency general ledger, prepares the Annual Financial Report, administers cash management, and develops agency financial reports. TDA receives and distributes grant funds, and Accounting provides additional oversight to grant program disbursements and reporting.

WHAT YOU’LL DO

The accountant will perform complex accounting work. You will analyze, review and audit financial records for accuracy and conformance with department policies and procedures, and state and federal statutues. You will be responsible for maintaining systems and controls necessary to provide accurate accounts of revenues. You will work under general supervision with moderate latitude for the use of initiative and independent judgement.

PRIMARY RESPONSIBILITIES

Prepare finanical statements, reports, and schedules; prepare deposit and general journal entries; audit deposits, cash and related vouchers for revenues.

Prepare periodic analyses and technical reports of revenues.

Prepare and process certification refunds.

Monitor, track and clear agency default and suspense funds.

Research and reconcile discrepancies in accounts and reports findings.

Perform data entry and/or retrieval using the Uniform Statewide Accounting System (USAS), Centralized Accounting and Payroll/Personnel System (CAPPS), BRIDGE, and Texas.gov.

Analyze and recommend improvements, adaptations, or revisions to procedures.

Follow all TDA policies and procedures.

Perform other duties as assigned.

  MINIMUM QUALIFICATIONS

Bachelor’s degree (one year of work experience related to the primary responsibilities may substitute for one year of college).

Two (2) years’ work experience in accounting and/or financial operations.

A Master’s degree in Finance, Accounting, Business Administration, Economics or related field or a Certified Public Accountant (CPA) license (in good standing) can substitute for required work experience.

PREFER

Bachelor’s degree in accounting, finance or related.

Experience with State of Texas accounting systems such as USAS or CAPPS.

Certified Public Accountant (CPA) license in good standing.

 KNOWLEDGE, SKILLS & ABILITIES

Knowledge of generally accepted accounting principles and state laws pertaining to public funds, governmental finance and automated accounting systems.

Skill in providing customer service excellence to both internal and external customers; operating a personal computer with applicable software; math aptitude and critical thinking.

Ability to perform and interpret numerical analyses; analyze, evaluate and summarize accounting records for accuracy and conformance to procedures, rules and regulations; explain technical accounting information in an understandable manner; efficiently organize, prepare and maintain volumes of detailed records, files, procedures and reports; organize information and provide clear audit trails for documentation; work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail; multi-task in a fast-paced environment and exercise sound judgment and discretion.

ENVIRONMENT/PHYSICAL CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer, and may require working extended hours and some evenings and weekends, as needed.
