WHO ARE WE

The Texas Department of Agriculture Financial Services Division supports TDA programs by performing financial duties in the areas of accounting, budget, purchasing, contracting, accounts payable and payroll. The Accounting Section manages the agency general ledger, prepares the Annual Financial Report, administers cash management, and develops agency financial reports. TDA receives and distributes grant funds, and Accounting provides additional oversight to grant program disbursements and reporting.

WHAT YOU’LL DO

The General Ledger Accountant will perform highly complex (senior-level) accounting work. You will analyze and audit financial information for accuracy and compliance with department policies and procedures and state and federal statutes. ;. You will be responsible for preparing journal vouchers for account clearing; reconciling various accounts, inter-agency communication; and assisting with Annual Financial Report (AFR) preparation. You will work under limited supervision with considerable latitude for the use of initiative and independent judgement.

PRIMARY RESPONSIBILITIES

Analyze and prepare monthly financial reports; prepare annual financial statements, reports, schedules and exhibits.

Prepare, review, and process journal entries in Centralized Accounting and Payroll/Personnel System (CAPPS) and in the Uniform Statewide Accounting System (USAS).

Analyze and prepare grant reconcilations between Centralized Accounting and Payroll/Personnel System (CAPPS) and the Uniform Statewide Accounting System (USAS) for revenues and expenditures.

Analyze and prepare federal cash reconcilations between federal draw down system, CAPPS and USAS.

Audit, analyze the cash processing activities to ensure entries and adjustments are made to proper accountants.

Monitor CAPPS Electorinic Data Interchange (EDI) voucher load; reconciles discrepancies.

Audit, analyze and recommend improvements, adaptations or revisions to procedures.

Follow all TDA policies and procedures.

Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Bachelor’s degree (one year of work experience related to the primary duties may substitute for one year of college).

Four (4) years’ work experience in accounting, financial audit and/or financial operations work.

A Master’s degree in Finance, Accounting, Business Administration, Economics or related field or a Certified Public Accountant (CPA) license (in good standing) can substitute for two (2) years of work experience.

PREFER

Bachelor’s degree in accounting, finance, or related field.

Work experience with State of Texas accounting systems such as CAPPS and USAS.

Certified Public Accountant (CPA) license in good standing.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of generally accepted accounting principles and state laws pertaining to public funds, governmental finance and automated accounting systems.

Skill in providing customer service excellence to both internal and external customers; operating a personal computer with applicable software; math aptitude and critical thinking.

Ability to multi-task in a fast-paced environment; analyze, evaluate and summarize accounting records for accuracy and conformance to procedures, rules and regulations; explain technical accounting information in an understandable manner;

perform and interpret numerical analyses; interpret statutes; analyze and summarize financial and management records for accuracy and compliance; and appropriately communicate findings; efficiently organize, prepare and maintain volumes of detailed records, files, procedures, and reports; organize information and provide clear audit trails for documentation; establish goals and objectives and to devise solutions to problems and exercise sound judgment and discretion.

ENVIRONMENT/PHYSICAL CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer, and may require working extended hours and some evenings and weekends, as needed.
