The Texas Health and Human Services Commission Community Services Department seeks a highly qualified candidate to fill the position of Contract Oversight and Compliance Manager (Contract Administration Manager II) for the Area Agencies on Aging (AAA) Program. This position reports directly to the Director of the Office of AAA and will lead a team specializing in contracts, finance, and monitoring to support Texas’ 28 AAAs. The Contract Oversight and Compliance Manager must maintain a working knowledge of the HHSC contract and program rules, policies, and procedures. In addition, the candidate selected for this position will demonstrate the ability to communicate orally and in writing and provide training as needed to other employees. The role will work under minimal supervision, with considerable latitude to use initiative and independent judgment. The Contract Oversight and Compliance Manager will have a proven track record of working in partnership with other team members to achieve results, embracing and solving specific challenges, bringing fresh ideas to complex problems, and leading in a fast-paced and demanding work environment. | Essential Job Functions: EJF1: Manages the daily operations and activities of the Contract Oversight and Compliance staff within the Office of Area Agencies on Aging by setting and communicating performance measures to ensure performance and output goals are achieved. Manages and assesses the evaluation and performance of staff. (25%) EJF2: Oversees or prepares the scope of work, specifications, and conditions for new contracts and procurements; prepares contracts; leads negotiation strategies and awards new contracts. May identify or forecast cost savings for initial contract, extensions, and amendments compared to the previous contract. (15%) EJF3: Oversees the operations and activities of contract compliance review and performance analysis in coordination with staff to determine if providers meet contractual obligations. This position also develops and tracks key metrics. (15%) EJF4: Provides input on or prepares the contract budget; recommends budget allocations for proposed contract agreements; arranges, monitors, and reviews budget allocations with the AAA Director; and provides budget forecasts and suggests alternatives. (15%) EJF5: Provides advanced technical and administrative support, including reviewing, processing, and answering questions regarding contracts and payments. (10%) EJF6: Reviews and analyzes procurement and contract management legislation, including tracking legislative bills and assisting with bill analysis. (5%) EJF7: Plans, develops, and conducts presentations. (5%) EJF8: Writing, reviewing, and revising documents to include standards and procedures. | Knowledge Skills Abilities: Knowledge of Older Americans Act services or other health and human services. Knowledge of contract administration, management, and monitoring principles and practices for large scope or high-dollar contracts. Knowledge of contract performance analysis and monitoring procedures. Knowledge of accounting principles, practices, methods, and systems. Knowledge of state and federal laws, rules, regulations, policies, and procedures relevant to contracts. Knowledge of laws and regulations relevant to the administration of state and federal funds. Skill in communicating effectively both orally and in writing. Skill in establishing and maintaining effective working relationships. Skill in operating a personal computer and using Microsoft Office programs. Skill in time management. Skill in project management. Skill in change management. Skill in effective oversight, including planning, development, and implementation of systems and processes. Skill in identifying and assessing risks and internal control structures. | Registration or Licensure Requirements: Certified Texas Contract Manager (CTCM). |

| Initial Selection Criteria: Graduation from an accredited college or university with a degree. Five years of experience working with health and human services organizations will be considered instead of the education requirement. Two years of experience in a supervisory or leadership role in a procurement or contract management environment. Experience in contract administration, management, or monitoring. Experience with the Texas Health and Human Services Commission preferred. Experience in accounting, finance, or business administration preferred. |
