General description

Join the Fiscal Management team as a Statewide Fiscal Oversight Auditor III! Work involves conducting audits of state agencies and institutions of higher education’s expenditures submitted to the Comptroller of Public Accounts for payment including bills, travel reimbursements, grants, investments, payroll, and procurement documentation. Responsible for preparing written correspondence based on independent research. Some overnight travel is required. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Qualifications

Minimum Qualifications

Bachelor’s degree.
Four (4) years of auditing or accounting experience.

Preferred Qualifications

Graduation from an accredited college or university with a bachelor’s degree in Business, Finance, Accounting, or Economics.
Experience with transactions processed through the Uniform Statewide Accounting System (USAS), the Uniform Statewide Payroll/Personnel System (USPS) or Human Resource Information System (HRIS).
Experience with state laws and rules regarding expenditures including purchase, travel, and payroll.
Experience analyzing legal information and developing interpretive documents.

LICENSES/CERTIFICATIONS:

A valid Texas (or state of residency) driver’s license, a satisfactory driving record and current proof of automobile insurance are a condition of employment.

PREFERRED LICENSES/CERTIFICATIONS:

Certified Public Accountant (CPA), Certified Texas Purchaser (CTP), Certified Texas Procurement Manager (CTPM), Certified Texas Contract Manager (CTCM) or other accounting/procurement or auditing certification (CIA,CFE,CGAP,CISA).

In this role you will:

Prepare for and conduct post-payment audits of payroll, purchase (including procurement) and travel transactions.
Organize, communicate, and document complex information or materials.
Prepare written correspondence based on independent research.
Research and analyze complex legal and accounting related issues while conducting audits including necessary research on payroll, purchase, travel and procurement policies and procedures.
Participates in special projects and performs other duties as assigned.
Knowledge of training and communication techniques with appropriate application of each.
Knowledge of web-based training methodologies, curriculum development, and adult learning theory.
Knowledge of standard research methods and techniques.
Knowledge of state purchases and travel policies.
