Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Financial Management Department.
The Vet Cemeteries Accountant performs highly complex (senior-level) accounting work. Work involves preparing and/or overseeing the preparation of financial analyses and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; and preparing and/or overseeing the preparation of agency budgets. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Elements
- Develops proficiency and expertise with agency tools and applications used to more effectively and efficiently perform research and create supporting documentation for assigned duties; coordinates with internal and external personnel to acquire needed information, as well as to identify and oversee the correction of outages and errors in the Veterans Cemeteries program.
- Oversees, coordinates and analyzes the preparation of financial analyses and reports; establishes, maintains, and/or oversees accounting systems, procedures, and controls for the Veterans Cemeteries program.
- Oversees, reviews, approves, and prepares reconciliations, reports, journal vouchers, and other ad-hoc analyses as required by the Financial Management program and the Veterans Cemeteries program.
- Analyzes division processes and procedures to identify areas in need of improved efficiency and evaluate options for resolution.
- May develop procedures and regulations to control the disbursement of allocated funds and prepare letters of instruction, manual revisions, and related forms.
Qualifications
Minimum Qualifications
Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred.
Experience in accounting and financial operations.
Experience and education may be substituted for one another.
Preferred Qualifications
Prefer 5-10 years of experience with processing accounts payable, creating requisitions, purchase orders and receipts to make sure the invoices are paid on time.
Working experience in the following: BuySpeed Online, CAPPS, GL USAS History (MS Access), USAS/TINS, Abila MIP, Word, Excel, Access, PowerPoint, Adobe Acrobat
Knowledge, Skills, and Abilities
- Knowledge of financial administration, budget control, and fiscal accounting; governmental accounting; budget control methods, policies, and procedures; and laws and regulations pertaining to fiscal operations.
- Skill in the use of a computer and applicable software.
- Ability to direct accounting programs, to budget funds, to set up accounting systems, to interpret laws and regulations, to apply accounting theory, to communicate effectively, and to supervise the work of others.
Physical Requirements
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas; normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; ability to move and transport records, documents, boxes and all related information, materials and tools, weighing up to 50 pounds; frequent sitting and/or remaining in a stationary position; ability to bend, stoop, kneel, reach and/or steer a boat as needed; the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.
