General description

Join the Fiscal Management team as a Project Manager IV! Work involves project management work in support of statewide financial systems and other related applications. Work involves coordinating and overseeing the phases of all assigned projects. Coordinates and facilitates project team meetings. Responsible for controlling and monitoring the progress and schedules of assigned projects. Communicates with project stakeholders, management, and other relevant parties. Coordinates and facilitates the day-to-day project activities for all projects. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Qualifications

Minimum Qualifications

Bachelor’s degree.
8 years of experience performing project management functions, which must include experience facilitating meetings and work sessions.
5 years of experience managing software development projects, process improvement/reengineering projects or a combination of these types of projects.
3 years of project management experience in an information technology environment to include experience in a matrix management environment, technical development, and operations, and/or software development processes.

Preferred Qualifications

Graduation from an accredited college or university with a bachelor’s degree in Business Administration, Computer Science, or related field of study.
Experience leading and managing large technology related projects.
Experience with Extreme/Agile Project Management Practices.
Experience using the State of Texas statewide financial systems (USAS, USPS, SPRS, HRIS, SPA, TINS, or CAPPS).
Experience with ITIL or related methodology.
Project management experience in an information technology environment to include experience in a matrix management environment, technical development and operations, and software development processes.

Substitutions

Education requirement may be substituted with up to four (4) years of related experience.

LICENSES / CERTIFICATIONS

Preferred – Project Management (PMP) certification

In this role you will:

Knowledge of project management techniques and strategies.
Facilitation methods.
Limitations and capabilities of computer systems and of the techniques used in the design of non-automated systems.
Fiscal Management’s statewide financial systems, policies and procedures.
Software development life cycle methodology.
Software change control processes.
Human resources, payroll, and accounting processing procedures.
System security standards and internal controls.
Skill in Utilizing MS Project or other electronic media to organize and track information and work progress.
Utilizing a personal computer in a Windows environment and Microsoft software.
Identifying and analyzing resources needed and actions to be taken to ensure division needs are met with a quality product.
Prioritizing, identifying, and communicating project resources and updates needed to complete multiple projects concurrently within scheduled deadlines. (P
