Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Financial Management Department.
The Accountant performs advanced and/or supervisory (senior-level) accounting work. Work involves preparing and/or overseeing the preparation of financial analyses and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; and preparing and/or overseeing the preparation of agency budgets. May assign and/or supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Elements
FUNCTIONAL AND BUSINESS ACTIVITIES to include but not limited to:
1. Coordinates the development, analysis, and review of financial data and applicable business, financial, and/or regulatory plans.
2. Coordinates and oversees third-party financial reviews, including the accumulation of data, financial modeling, reporting, and monitoring of responses.
3. Prepare and/or direct the preparation of periodic financial statements, analyses, and reports in accordance with federal and state reporting requirements.
2. Prepare and review general ledger accounting entries and reconciliation of financial transactions.
4. Prepare and coordinate the planning, development, and submission of the agency’s annual financial report in accordance with Governmental Accounting Standards Board (GASB) and Office of the Comptroller of Public Accounts requirements.
5. Prepare and review the detailed reporting of expenditures and encumbrances made by the various program areas.
GUIDANCE AND OVERSIGHT to include but not limited to:
1. Assist in the development of team goals and objectives, and in the implementation of priorities, standards, and methods for their achievement.
2. Administers financial processes and systems developed to oversee financial or other regulated
entities.
3. Ensures compliance with established procedures, requirements, laws, and regulations;
completeness of data; and presence of adequate documentation.
4. Provides interpretation on technical questions of financial and regulatory compliance with applicable state and federal statutes and regulations.
POLICIES AND PROCEDURES to include but not limited to:
1. Recommend and implement agency accounting and financial policies and procedures in accordance with statute and professionally accepted standards.
2. Assist in the planning, development, coordination, and review of guidelines, procedures, policies, and rules.
3. Monitor compliance with policies and procedures, including the agency’s standards of conduct.
4. Professionally and effectively represent Financial Reporting and Accounting at meetings and collaboration efforts with those external to the division.
IMPROVEMENTS AND INNOVATION to include but not limited to:
1. May design and consult with information technology staff in the development of computer systems for financial applications.
2. Analyze and recommend improvements, adaptations, or revisions to the accounting system and accompanying procedures.
3. Identify areas of improvement or needed change and make recommendations to improve operations, increase efficiency, and/or reduce required resources.
Qualifications
Minimum Qualifications
Graduation from an accredited four-year college of university with a degree in accounting, finance, or related fields.
Five (5) years of full-time advanced accounting, financial analysis, or related experience requiring compilation, reconciliation, and/or analysis of detailed financial information.
Education may be substituted on a year-for-year basis with equivalent experience in general ledger maintenance and/or financial reporting.
Note: Candidates chosen for an interview must provide a one page writing sample: GASB overview.
Candidates must clearly demonstrate on the application relevant experience and education that would qualify him/her for the job. May be required to periodically work hours greater than 40 hours per week and on weekends.
Salary dependent upon experience and qualifications.
Preferred Qualifications
- Four (4) years experience in preparing related schedules, reports, working papers, and trial balances for a state agency or university. (e.g. Annual Financial Report, general revenue reconciliation, agency financial system to USAS reconciliations, certification of SPA fiscal balances, agency bond reporting, etc.)
- Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM).
- Experience with the Comptroller of Public Accounts Uniform Statewide Accounting System (USAS) or Centralized Accounting and Payroll/Personnel System (CAPPS).
- Experience with MIP Fund Accounting software.
- Accounting experience with permanent funds, capital assets, and/or bonds.
Knowledge, Skills, and Abilities
- Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, policy and procedures, laws and regulations pertaining to fiscal operations.
- Proficiency with the Uniform Statewide Accounting System (USAS) or Centralized Accounting and Payroll/Personnel System (CAPPS) and knowledge of Texas financial reporting requirements.
- Proficiency with spreadsheet, database and word processing software (e.g., Microsoft Excel, Access, and Word.)
- Ability to coordinate complex accounting operations, to interpret laws and regulations, and apply general accounting theory.
- Emphasis on analytical ability to identify problems and formulate appropriate resolutions. Strong organizational skills with aptitude for detail.
- Ability to plan, organize, and maintain procedures and coordinate accounting operations and documentation; to perform complex accounting transactions, and maintain related documentation; to communicate effectively both orally and in writing; to pay attention to details, organize and prioritize changing work loads, and work under pressure to meet deadlines. May supervise the work of others.
Physical Requirements
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas; normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; ability to move and transport records, documents, boxes and all related information, materials and tools, weighing up to 50 pounds; frequent sitting and/or remaining in a stationary position; ability to bend, stoop, kneel, reach and/or steer a boat as needed; the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.
