JOB SUMMARY:

Performs moderately complex (journey-level) consultative services and technical assistance for the Texas Facilities Commission’s (TFC) Facilities Management and Operations division (FMO) in ensuring compliance with TFC HUB requirements. Work involves implementing FMO initiatives by developing, scheduling, and defining priorities to meet division HUB goals. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:

  • Monitors, reviews, and evaluates FMO division’s compliance with HUB requirements
  • Serves as a liaison between FMO contract managers, FMO vendors, and TFC’s HUB Department
  • Compiles and maintains HUB and non-HUB subcontractor expenditure data and ensures prime vendors report contractual information and HUB subcontracting activities
  • Reviews and assists with completing FMO’s Subcontracting Opportunity Determination Forms
  • Reviews and evaluates HUB Subcontracting Plans (HSP) for compliance with the HUB Good Faith Effort requirements
  • Reviews, monitors, and audits all Prime Contractor Progress Assessment Reports
  • Reviews all procurement requisitions and receiving reports for HUB compliance
  • Reviews data entered by prime vendor into HUB Compliance Reporting System (B2G) to ensure accuracy
  • Develops an ongoing review of systems and processes to enhance support to FMO’s contract managers and prime vendors
  • Provides guidance to internal and external stakeholders regarding HUB compliance
  • May serve on project and procurement evaluation teams for contract bids and proposals
  • May assist in identifying probable subcontracting opportunities for procurements over $100,000 over the term of the contract including renewal options
  • May perform research regarding potential HUB vendors and provides HUB vendor lists to FMO prime vendors by accessing the CPAs Centralized Master Bidders List (CMBL) and other databases
  • Performs related work as assigned
  • Ensures security and confidentiality of sensitive and/or protected information
  • Complies with all agency policies and procedures.

MINIMUM QUALIFICATIONS:

  • Experience in purchasing, contracts, HUB, or other closely related fields
  • Graduation from a standard senior high school or completion of GED
  • Bachelor’s degree from an accredited college or university (experience in Texas HUB program field may be substituted for the required education on a year-for-year basis)

PREFERRED QUALIFICATIONS:

  • Experience in Texas HUB program or other program’s HUB support or compliance
  • Experience with HUB Compliance Reporting System (B2G)
  • Certified Texas Contract Manager (CTCM) and/or Certifications: Certified Texas Contract Developer (CTCD) certification

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of State Procurement and HUB rules, regulations, and policies
  • Knowledge of office practices and administrative procedures
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines
  • Skill in effective oral and written communication
  • Skill in exercising sound judgment and effective decision making
  • Skill in the use of standard office equipment and personal computers with applicable programs, applications, and systems, including MS Office and database software
  • Ability to receive and respond positively to constructive feedback
  • Ability to work cooperatively with others in a professional office environment
  • Ability to pay close attention to detail, ensuring accuracy in work
  • Ability to provide excellent customer service

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This position requires the ability to stoop, bend, lift, and stand for prolonged periods of time. Must be able to move 55 lbs. and, occasionally, 100 lbs. of products and materials.
