HUB Coordinator Senior

The HUB Coordinator is responsible for coordinating the agency’s Historically Underutilized Business (HUB) program activities. The incumbent will oversee the planning and development of the TRS HUB program and related marketing and outreach activities; coordinate training programs; develop and administer policies, processes and procedures, data analysis, performance measures, reporting functions, and informational filings as required by the State of Texas. The HUB Coordinator will be required to attend various statewide HUB forums and related procurement events. Minimal travel will be required. This position will proactively work with the members of TRS leadership, Procurement and Contracts team, Contract Management Office, Diversity, Equity & Inclusion Office, Business Administration staff, other TRS business units, and Agency Vendors. This position reports to the Director of Procurement and Contracts.

WHAT YOU WILL DO:

Historically Underutilized Business (HUB) Program Coordination
• Oversees and coordinates the agency’s Statewide HUB Program.
• Leads the direction, planning, management and implementation of all HUB program functions and goals.
• Sets priorities and standards for evaluating and achieving overall program objectives including data expenditure analysis, productivity reporting, studies, outreach, training, and compliance activities.
• Develops and maintains an ongoing knowledge of the HUB program’s written processes and procedures, and takes action as appropriate to update or revise them to remain consistent with applicable laws, rules and HUB-related best practices.
• Establishes and proactively promotes robust marketing and outreach initiatives for the agency’s potential HUB vendor participation.
• Develops and maintains monitoring and reporting tools for evaluating HUB inclusion and program effectiveness in all agency purchases and contracts, and matches HUBs with key staff within the agency.
• Serves on procurement evaluation screening teams for the review and approval of respondent’s HUB Subcontracting Plan (HSP) for contract bids/proposals and participates in pre-proposal conferences.
• Reviews and maintains the monthly Progress Assessments Report (PAR) forms and ensures compliance with submitted HSP.
• Determines and coordinates internal and external training programs and outreach for the recruitment and retention of HUBs. Develops HUB brochures and training materials, schedules, priorities, and standards for achieving training goals.
• Collects, prepares, reviews for accuracy and timely submits required information on HUB data, expenditures, documents, and reports, to the Comptroller of Public Accounts and other agencies as mandated by statute.

HUB Program Administration
• Leads or participates on special projects and committees as assigned.
• Serves as the principal HUB program liaison.
• Creates presentations and written reports for division leadership, agency management, Executive Administration, the TRS Board, contractors, the Legislature, and other customers
• Plans, develops and conducts the TRS annual HUB Forum and coordinates with other stakeholders for participation.
• Participates in other statewide related procurement events and forums to identify and recruit potential vendors for the agency’s contracts.
• Responds to audit findings related to HUB programs or initiatives.
• Reviews and analyzes HUB-related federal and state laws, regulations and legislation, and provides information and updates to management as necessary.
• Serves as tier one support for Centralized Accounting Payroll and Personnel System (CAPPS).
• Performs related work as assigned.

 

WHAT YOU WILL BRING:

Required Education
• Bachelor’s degree from an accredited college or university.
• High school graduation or equivalent and full-time procurement, program administration, or related experience may substitute for the required education on an equivalent year-for-year basis with a maximum substitution of 120 semester hours (four years).

Required Experience

• Five (5) years of full-time experience in administering/assisting with a statewide HUB program.
• Three (3) years of full-time experience in project or program management and/or business administration.
• Experience may be concurrent.

Required Registration, Certification, Licensure
• Certified Texas Contract Manager (CTCM), or must be obtained within 6 months of employment.

Preferred Qualifications
• Certification as Certified Texas Contract Developer (CTCD).
• Experience with HUB contracts and procurement at a State of Texas governmental entity.
• Experience in contract administration, management, evaluation, negotiations, and monitoring of contract providers.
• Experience with developing and/or participating in marketing, outreach, networking or promotional initiatives.
• Experience planning and facilitating meetings, forums, or training in a group setting.
• Experience in effective oral and written communication.
• Experience in developing program goals, processes and procedures.
• Experience in analyzing data and performance metrics.

Knowledge, Skills, and Abilities
Knowledge of:
• State of Texas HUB-related procurement and contract management requirements, regulations, and best practices.
• Negotiation strategies and techniques.
• Contract and vendor administration.
• Systems and procedures used to evaluate a third-party vendor’s performance.
• Various techniques used to research and communicate information effectively.
• Local, state and federal laws and regulations relevant to HUB programs and the administration of federal or state funds.

Skill in:
• Interpreting and applying complex policies, procedures, laws and regulations.
• Planning, organizing, and prioritizing work assignments to manage a high-volume workload in a fast-paced and changing environment, and completing detailed work with a high degree of accuracy.
• Using a computer in a Windows environment with Microsoft Office word processing, spreadsheet, and other business software, including accurately entering alpha/numeric data.

• Providing outstanding customer service to members, visitors, vendors and coworkers.
• Effective written and/or verbal communication.
