Hiring Annual Salary Range: $60,000 – $84,300

Full-time position, Monday – Friday 8:00AM to 5:00PM. Potential hybrid schedule for qualified employees including flexible work hours and telework options

OVERVIEW

The State Preservation Board has a unique and diverse mission to preserve, maintain, and restore the historic properties entrusted to its care. The quality of service is evident to occupants and visitor to these historic spaces in the Texas State Capitol and Grounds, Texas State Cemetery, Governor’s Mansion and Bullock Texas State History Museum.

This is the job for you if you are organized, flexible, and enjoy being part of a small team where your contributions make a difference.  In this role, you will be doing purchasing and procurement work, including planning, organizing, coordinating, and preparing specifications for purchasing goods and services; preparing procurement documents; and keeping detailed records of items purchased on a range of products and services to support construction, facilities, and preservation projects. This is an opportunity to work under limited direction from the Director of Administration with extensive latitude using problem solving skills, initiative and independent judgment.

THE DAY-TO-DAY

The ideal candidate will have the ability to highlight their strengths and experience in the following areas:

  • Works collaboratively with agency staff to identify purchasing options and ensure all specifications are sound and comply with State procurement regulations, policies and procedures.
  • Advises agency staff on procurement processes and methods, evaluates requirements, assists with drafting and reviewing specifications to achieve optimal balance between best value and cost savings.
  • Oversees or prepares the scope of work, specifications, and terms and conditions for purchases over $25,000, and assist with contract renewals.
  • Reviews all related documents and forms submitted by vendors to ensure compliance, accuracy and completion, completes procurement checklists, and maintains well-organized files.
  • Coordinates the contractor oversight process, including risk assessment, developing and monitoring
  • plans and evaluation criteria to assist agency Contract Managers in ensuring that contractors consistently provide quality services.
  • Handles some contract management duties and informs agency management of contract issues.
  • Serves as the agency’s HUB Coordinator and the CAPPS Financials Program Manager.
  • Responsible for agency wide procurement tracking and record
  • Prepares and submits contracting and procurement-related reports, including all required HUB reports and Contract reports required by CPA and LBB.
  • Monitors legal and regulatory requirements pertaining to procurement.
  • Performs other purchasing and procurement duties as assigned.

EDUCATION

  • Graduation from an accredited four (4) year college or university with course work in business, public administration, accounting, management or other field. Related experience may be substituted for the education on a year-for-year basis.

REQUIRED EXPERIENCE & TRAINING

  • Experience purchasing and procuring goods and services at a Texas state agency or Texas institution of higher education, including Informal Bids, Invitations for Bid and Request for Proposals (RFP).
  • Experience with the State financial system CAPPS.
  • Experience using statewide Term Contracts, TXMAS contracts, and familiarity with the Texas statewide purchasing system.
  • Must currently possess at least one of the following or successfully complete certification in the first six (6) months of employment:
    • Certified Texas Procurement Manager (CTPM);
    • Certified Texas Contract Developer (CTCD); or
    • Certified Contract Manager (CTCM).

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of State of Texas procurement laws, regulations, rules, policies, and procedures
  • Knowledge of laws governing state purchasing and Historically Underutilized Business program participation.
  • Knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product characteristics, and technical specifications.
  • Skill in analyzing and interpreting trade publications and manufacturer specifications.
  • Skill in providing quality customer service in a courteous and professional manner.
  • Skill in effectively managing daily workload responsibilities to timely meet customer and agency goals.
  • Ability to gather, assemble, correlate, and analyze facts and devise solutions to procurement challenges
  • Ability to work independently and as part of a team
  • Ability to understand, follow, and convey brief oral and/or written instructions
  • Ability to work a flexible schedule to meet required deadlines
  • Ability to work calmly under pressure and exacting schedules to complete assigned tasks
  • Ability to comply with all agency policies and applicable laws
  • Ability to comply with all applicable safety rules, regulations, and standards

OTHER REQUIREMENTS

  • Regular and punctual attendance and candidate must submit to a Criminal background check
