General Description:

Performs highly advanced (senior-level) systems administration work. Works as a member of a small but highly innovative, collaborative, and proactive Information Technology team. Responsibilities involve overseeing the upkeep, configuration, and reliable operation of Department of Banking systems. Installs, maintains, and upgrades servers, networks, and system software. May supervise the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Has direct contact with Commissioner, Deputy Commissioners, Division Director, Regional Directors and Department staff.

Duties and Responsibilities:

  • Responsible for the functionality and security of system environments, design, and implementation of technology solutions, the development of server and endpoint upgrade plans with procedures, and the installation and maintenance of operating systems including web services.
  • Develops secure operating procedures and provides assistance with technical support, troubleshooting, and maintenance utilizing innovative systems administration techniques.
  • Oversees and/or provides guidance in troubleshooting and solving complex problems related to system software and hardware, network / IT infrastructure, incident, and problem calls, and in the processing of service requests and tasks.
  • Oversees and executes projects across agency systems as well as with other state agencies, regulated entities, and third parties doing business with the agency that require coordination, planning, and scheduling to accomplish project development and implementation.
  • Oversees and conducts research and prepares reports of findings, recommendations, and instructions for proposed system implementations; formulates logical descriptions of problems; and formulates and implements optimum solutions.
  • Responsible for the design and implementation of new or revised systems, as well as support and network administration methods that effectively meet agency needs.
  • Responsible for the development, analysis, and maintenance of design procedures, system codes, test procedures, and quality standards for endpoint, network, infrastructure, and servers.
  • Oversees, provides training, and creates publications for staff training prior to the implementation of systems, and provides advice, guidance and assistance during the implementation process.
  • Responsible for the analysis, troubleshooting, and resolution of system hardware, software, and related networking issues. Provides status reports to management.
  • Responsible for support, configuration and the backup services of cloud/virtual assets and local systems.
  • Recommends systems technology solutions and enterprise-related hardware, network, and software standards to agency leadership.
  • Assists in analyzing and defining agency information technology disaster recovery plan and Continuity of Operations Plan (COOP) responsibilities and procedures.
  • Assists with budget recommendations for operating systems, including supporting hardware, software, and networks.
  • Collaborates with information technology and agency staff of all levels to ensure business needs are addressed in a timely, effective, and cost-effective manner.
  • Maintains IT internal procedures in a clear, concise, and professional manner.
  • Represents the Department of Banking to other governmental, stakeholder, and regulated entities in a professional, collaborative, and objective manner.
  • May supervise the work of others.
  • Performs other duties as assigned.

Required Minimum Qualifications:
Experience & Education

  • Graduation from an accredited four-year college or university with major coursework in computer science, management information systems, or a related field.
  • Experience may substitute for education on a year for year basis.
  • Five years’ experience in secure systems administration work using Microsoft products.
  • Two years’ experience administering cloud hosted systems and services.

Preferred Qualifications:

  • Enterprise secure system administration experience.
  • Experience with Windows Systems Administration and VMware.
  • Experience managing systems, IIS, and associated network configurations.
  • Experience with automated management of computers and networks.
  • Experienced with the implementation, configuration, and maintenance of System Center Configuration Manager (SCCM)/Intune.
  • Familiar with the Systems Development Lifecycle (SDLC).
  • Experience with Exchange.
  • Awareness and knowledge of SQL and/or Oracle systems.

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, copiers, printers, telephone and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual, speech and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.
