Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Financial Management Department.
The Financial Reporting Analyst performs complex (journey-level) financial analysis and regulatory work. Work involves compiling, reviewing, and analyzing financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Elements
- Assists with the monthly payroll allocation for federal grant awards. This includes assisting in the preparation of the associated ETVs, DRGR voucher adjustments, and any other corrections as needed.
- Assists with the reconciliations between the various GLO financial systems (ex. MIP and DRGR) and any grant management systems utilized for disaster grants, such as TIGR. Assists in researching reconciliation variances and proposing adjustments to clear the variances.
- Assists the Federal Finance and Grant Management team with tasks and duties associated with all grants for the Texas General Land Office. This could include assistance with expenditure transfer vouchers (ETVs), draw document compilation, status reports, analysis, as well as coordination with other Financial Management teams and GLO Program Areas.
- Assists with the maintaining of the standard operating procedures for the various grant programs. Reviews business processes and ensures compliance with guidelines, procedures, policies, rules, statutes, state laws, federal regulations, makes recommendations for improvements, adaptations or revisions to the accounting system and accompanying procedures. Assists in identifying areas of improvement and make recommendations to improve operations, increase efficiency, and/or reduce required resources.
- Assists with Public Information Requests (PIRs) and audits. Assists with the preparation of PIR information requested and coordinates with internal and external areas to complete. Assists with the tracking of all requests. Assists with maintaining and reporting of status of audit request, coordinates/compiles requested information, assists in reviewing information for compliance and completeness and updates senior management as needed.
- Assists with the update and maintenance of analysis related to Earned Federal Funds (EFF). This includes the overall summary of EFF position, draw requests, expenditure, and revenue levels, and preparing corrections as needed.
- Assists with productivity reports and analysis, including reports regarding LBB requirements, budget requests and agency strategic plan for management. Includes miscellaneous program activity request such as preparation of information for legislative hearings, meetings, conferences, and seminars as requested.
- Serve as a backup to multiple functions in the Federal Finance and Grant Management team which includes but not limited to, providing technical guidance to CDBG Accounting, other divisions, and program areas, including cross training staff.
Qualifications
Minimum Qualifications
Experience in financial analysis and regulatory work.
Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field is generally preferred.
Experience and education may be substituted for one another.
Preferred Qualifications
- May be required to possess certification as a Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM).
- Experience with CAPPS Financials and USAS preferred.
- State governmental accounting experience preferred.
Knowledge, Skills, and Abilities
- Knowledge of fiscal programs; governmental accounting; budget control methods, policies, and procedures; and laws and regulations pertaining to financial operations.
- Skill in the use of a computer and applicable software.
- Ability to interpret and apply accounting theory, to plan and coordinate financial programs, to plan procedures and coordinate accounting operations, to interpret laws and regulations, to communicate effectively, and to provide guidance to others.
Physical Requirements
