 The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Financial Management Department.

The Financial Reporting Analyst Performs highly advanced (senior-level) financial analysis and regulatory work. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial and regulatory problems. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Elements
EVALUATION AND PLANNING ACTIVITIES to include but not limited to:
1. Develops financial and/or regulatory plans.
2. Oversees third-party financial reviews, including the accumulation of data, financial modeling, reporting, and monitoring of responses.
3. Oversees the administration of financial processes and systems developed to oversee financial or regulated entities.
4. Assist the planning, development, and submission of the agency’s annual financial report in accordance with Governmental Accounting Standards Board (GASB) and Office of the Comptroller of Public Accounts requirements.

ANALYSIS AND IMPLEMENTATION ACTIVITIES to include but not limited to:
1. Oversees the development and implementation of effective techniques for evaluating agency financial programs.
2. Coordinates analysis of the agency’s programs to determine their effect on the financial management of the agency’s resources.
3. Coordinates the integration of conflicting programmatic and financial objectives into recommendations for agency management.
4. Formulate financial models to simulate anticipated financial performance as a result of changes in laws, regulations, polices, and procedures.

GUIDANCE AND OVERSIGHT to include but not limited to:
1. Assist in the development of team goals and objectives, and in the implementation of priorities, standards, and methods for their achievement.
2. Integrates conflicting programmatic and financial objectives into recommendations for agency management.
3. Ensures compliance with established procedures, requirements, laws, and regulations;
completeness of data; and presence of adequate documentation.
4. Provides interpretation on technical questions of financial and regulatory compliance with applicable state and federal statutes and regulations.

POLICIES AND PROCEDURES to include but not limited to:
1. Develops and maintains comprehensive sources of examination-related policies and
procedures.
2. Recommend and implement agency accounting and financial policies and procedures in accordance with statute and professionally accepted standards.
3. Assist in the planning, development, coordination, and review of guidelines, procedures, policies, and rules.
4. Monitor compliance with policies and procedures, including the agency’s standards of conduct.
5. Professionally and effectively represent Financial Reporting and Accounting at meetings and collaboration efforts with those external to the division.
 

Minimum Qualifications

• Graduation from an accredited four-year college or university with a degree in accounting, finance, or related fields.
• Five (5) years of development, financial analysis, review of financial data and applicable business activity, and/or related experience reviewing and implementing regulatory plans.
• Five (5) years experience requiring compilation, reconciliation, and/or analysis of detailed financial information.
• Five (5) years experience examining compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.

Education may be substituted on a year-for-year basis with equivalent experience in general ledger maintenance and/or financial reporting.

Applicants must clearly demonstrate on the application relevant experience and education that would qualify him/her for the job.
May be required to periodically work hours greater than 40 hours per week and on weekends.

Preferred Qualifications

• Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM).
• Experience with the Comptroller of Public Accounts Uniform Statewide Accounting System (USAS) or Centralized Accounting and Payroll/Personnel System (CAPPS).
• Experience with MIP Fund Accounting software.
• Experience in financial analysis and regulatory work.
• Experience with overseeing GASB or Comptroller implementations.

Knowledge, Skills, and Abilities

• Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, policy and procedures, laws and regulations pertaining to fiscal operations.
• Proficiency with the Uniform Statewide Accounting System (USAS) or Centralized Accounting and Payroll/Personnel System (CAPPS) and knowledge of Texas financial reporting requirements.
• Proficiency with spreadsheet, database and word processing software (e.g., Microsoft Excel, Access, and Word.) Ability to coordinate complex accounting operations, to interpret laws and regulations, and apply general accounting theory.
• Emphasis on analytical ability to identify problems and formulate appropriate resolutions. Strong organizational skills with aptitude for detail.
• Ability to administer financial processes and systems; to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to analyze complex accounting transactions; to prepare reports and correspondence regarding findings; and maintain related documentation;  to communicate effectively; and to supervise the work of others.

Physical Requirements
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas; normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; ability to move and transport records, documents, boxes and all related information, materials and tools, weighing up to 50 pounds; frequent sitting and/or remaining in a stationary position; ability to bend, stoop, kneel, reach and/or steer a boat as needed; the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.
