General Description:
Performs highly advanced (senior-level) asset management services for the Texas Facilities Commission by utilizing the Texas State Property Accounting (SPA) system and Centralized Accounting and Payroll/Personnel System (CAPPS). Develops and delivers asset management policies and procedures with training to agency staff members. Leads planning, development, coordinating, and implementing of complex capital asset program initiatives and identifies the need for new programs or changes to existing programs related to capital assets. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Duties:
- ASSET MANAGEMENT Manages agency controlled and capitalized assets in compliance with all applicable rules and laws. Responsible for integrity of the information in the state’s SPA and CAPPS databases.
- PROGRAM DEVELOPMENT Collaborates with leadership in the development of performance goals and long-term operational plans. Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities. Develops policies, procedures, and guidelines for asset management and control; and implements and monitors compliance. Analyzes current operational processes and performance, recommending solutions for improvement when necessary. Upholds organization policies and standards, ensuring legislative regulations are followed.
- EXPERTISE AND TRAINING Provides technical expertise and guidance regarding questions related to TFC asset management. Trains all appropriate agency personnel on applicable asset management policies and procedures. Designs and executes additional training for agency staff who are involved in asset procurement, transition tracking, or disposal, or in the recording of related data.
- EVALUATION AND COMPLIANCE Maximizes accuracy through process analysis and interdepartmental collaboration. Develops and implements techniques for evaluating business function and identifies any need for changes and makes recommendations to improve operations. Develops, implements, and monitors day-to-day operational systems and processes. Plans, monitors, and analyzes key metrics to ensure efficient and timely completion of tasks. Prepares management and productivity reports. Coordinates monthly, quarterly, and annual inventory assessments and deadlines. Evaluates and ensures staff compliance with rules and standards.
- AUDIT Ensures compliance with any planned corrective actions outlined in existing internal audits findings. Functions as the primary point of contact for any future audits, both internal and external.
- RECORDS MAINTENANCE Creates and maintains consistent formal records in compliance with all applicable rules and laws.
- ACCOUNTING Communicates with accounting personnel to ensure accurate financial reporting on assets and Construction-In-Progress components.
- STAFF AND VENDOR MANAGEMENT May direct the work of outside vendors or agency staff to accomplish program deliverables.
- RELATIONSHIPS Builds and maintains relationships with all agency staff and external partners. Answers questions and handles situations with speed and professionalism. Partners with agency departments for training, program implementation, and deployment of assets.
- REPRESENTATION Represents the program at business meetings, audit activities, and commission meetings.
- OTHER Performs related work as assigned.
Education and Experience:
Required
- High school diploma or equivalent
- One year experience primarily in asset management
- Valid State of Texas Class “C” driver’s license
Preferred
- Graduation from an accredited four-year college or university with major course work in asset management, audit, business administration, accounting, record keeping, or a related field.
- Experience in the State Property Accounting (SPA) system and Centralized Accounting and Payroll/Personnel System (CAPPS).
- Demonstrated capability to build an asset management system within a comparable business environment.
Knowledge, Skills and Abilities:
- Knowledge of state of Texas Comptroller of Public Accounts SPA/CAPPS
- Skill in the use of personal computers and applicable programs, and systems (Microsoft Outlook, Word, Excel).
- Ability to establish and maintain professional working relationships with co-workers, agency staff and management to achieve common goals.
- Ability to lift a minimum of 25 lbs, bend, squat, and climb ladders for tiered shelving access.
- Ability to multi-task.
- Ability to implement administrative procedures, and interpret rules, regulations policies and procedures.
- Ability to work under pressure and effectively handle multiple tasks with competing priorities and deadlines.
- Strong communication, writing, and communication skills.
- Ability to function as a member of a team and be self-motivated.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This position requires the ability to stoop, bend, lift, and stand for prolonged periods of time. Must be able to move 55 lbs. and, occasionally, 100 lbs. of products and materials.
