The Staff Services Officer III reports to the Budget Director. Performs complex (journey-level) staff services work for and provides support to departmental leadership and staff. Work involves the coordination and support of staff services functions that include departmental communications scheduling, preparation, coordination, and routing, workforce management support, purchase voucher processing and monitoring, and travel scheduling and reimbursement. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions:
Supports daily departmental operations and activities; responds to administrative issues and recommends effective and efficient solutions to departmental leadership; provides clarity to departmental staff regarding assignments that include reporting, procurement, and similar subject matters; supports timely completion of department assignments and provides updates to staff; monitors departmental expenditures; coordinates appointment and meeting scheduling, acts as primary coordinator for Human Resources and Business Continuity tasks; reviews, approves, and assigns appropriate funding information to travel vouchers, invoices, contracts, and purchase requests, ensuring accuracy and sufficient justification to adhere to purchasing, accounts payable, travel, and contracting guidelines; responds to internal and external inquiries; provides and ensures a high level of confidentiality in all matters. (40%)

Assists with the implementation of office policies and procedures, as well as office systems and layouts; identifies and communicates operational risks to departmental leadership; supports departmental cataloguing, filing, and archiving of letters, memos, and reports that conform to agency and departmental records management policy and procedure; provides an organized electronic and paper document filing system for efficient storage and retrieval; supports the adherence to agency records retention schedules and updates schedule annually or as needed; ensures compliance with all applicable federal, state, local laws, policies, procedures, rules and guidelines. (30%)

Prepares and routes action, briefing, and informational memoranda, agendas, presentations, project updates, training materials, property manifests, and operational and special reports; prepares and maintains organizational charts; assists with the implementation of short- and long-term process improvement goals and objectives. (20%)

Knowledge Skills Abilities:
• Working knowledge of office and human resource management principles and best practices.
• Skill in coordinating departmental projects and activities.
• Skill in the use of computers and office equipment.
• Skill using Microsoft Outlook, Word, Excel, PowerPoint, and Visio, or similar programs.
• Skill in the use of CAPPS Financial System.
• Ability to follow written and verbal directions, think critically, and collaboratively analyze problems and recommend creative solutions.
• Ability to effectively interact and communicate orally and in writing with others at all organizational levels.
• Ability to work with others to complete complex assignments in a fast-paced, deadline-orientated environment with a high degree of attention to detail.
Registration or Licensure Requirements:
Initial Selection Criteria:
• Experience with coordinating departmental projects and activities.
• Experience with Microsoft Outlook, Word, Excel, PowerPoint, and Visio, or similar programs.
• Experience in office management, business administration, and/or human resource administration.
• Degree in finance, accounting, office or business administration, human resources or closely related field from an accredited college or university. Experience and education may be substituted for one another.

This position has the capability to telework on a part-time basis (up to 4 days per week). Selected candidate must have the ability to provide a personal home internet service.
