| The Texas Health and Human Services Commission (HHSC) Community Services (CS) department seeks a highly qualified candidate to fill the position of Policy & Advisory Committee Coordinator (Program Specialist V). Under the supervision of the Program Supervisor of the Office of Aging and Disability Resource Centers (OADRC), this position fulfills an essential agency function involving the coordination of policy and advisory committees to support Texas’ twenty-eight Aging and Disability Resource Centers (ADRCs).
This position performs advanced consultative services and technical assistance work for the Aging and Disability Resource Centers program. The work involves 1) planning, developing, and implementing statewide program goals and objectives and providing consultative services to program staff, government agencies, community organizations, and providers; 2) providing logistical support for committee meetings and developing meeting documents and presentations; 3) ensuring deadlines and requirements are met for conducting public meetings in accordance with state and agency policy; 4) revising rules and handbooks related to the program policies and advisory committees; and 4) developing and administering statewide policies and procedures necessary to implement the program. This position works under limited supervision, with moderate latitude for initiative and independent judgment. This position will have the opportunity to telework within the state of Texas. The selected candidate for this position may be required to travel to Austin for in-person meetings. | Essential Job Functions: EJF 1: Provides logistical support for advisory committee meetings. Troubleshoot issues and facilitates committee member participation during public meetings. In collaboration with the HHSC Advisory Committee Coordination Office (ACCO), ensures that invitations and appropriate messaging go out to advisory committee members. Maintains meeting minutes, procedures guide, templates, and resource materials. (10%) EJF 2: Provides guidance and support in soliciting and selecting new advisory committee members appointed by the HHSC Commissioner. Works with web services, HHSC Legal, and HHSC ACCO staff to post notices of solicitations for advisory committee members and meetings. Updates and maintains forms and resources for member applications and selection process. Participates as a member of the new member selection committee and develops the action memo and selection packet to submit to the Commissioner for the appointment. Works with HHSC ACCO to coordinate the presentation of recommendations to the Executive Council. (10%) EJF 3: Develops training materials for program staff and advisory committee members to include roles and responsibilities, member expectations for participation and attendance, travel policies, committee by-laws, and open meeting requirements. Solicits input from HHSC ACCO and program leadership to identify training needs. Provides technical support and one-on-one training to address the specialized needs of advisory committees. (10%) EJ 4: Develops, implements, and assesses program processes for advisory committee members and other stakeholder engagement. Develops and implements surveys to assess engagement and solicit recommendations. Collects and compiles annual reports of advisory committee activities and recommendations for submission to HHSC ACCO. (10%) EJF 5: Facilitates the development of policy, procedures, and technical assistance to guide the statewide ADRC service delivery system and industry best practices. Analyzes program goals and performance to identify systemic issues. Develops and implements supports to address identified concerns in coordination with the ADRC State Office team, ADRC providers staff, federal partners, and other relevant stakeholders. Provides guidance to other staff regarding federal, state, and/or agency requirements and management expectations. (15%) EJF 6: Assesses and resolves immediate program issues. Develops or contributes to the development of training materials, contract language, rules, guides, policies, and procedures. Collaborates with ADRC State Office staff, ADRC providers, and other state agency staff to develop, implement, or respond to state and federal statutory or regulatory change. Engages ADRC colleagues, providers, staff at HHS enterprise agencies, and other external stakeholders in the development of program changes. (20%) EJF 7: Works with and speaks to community and professional groups, other HHS enterprise programs, federal partners, and public stakeholders to identify needs and resolve issues, provide information, and offer technical assistance and training. Prepares and provides oral presentations and written materials, including reports, briefing documents, technical assistance materials, and federal and state legislative analyses. (10%) EJF 8: Provides training about the committee process, verifies information, answers inquiries, addresses issues, and resolves complaints for committee members, agency staff, and the public (10%) EJF 10: Performs other duties as assigned. | Initial Selection Criteria: Graduation from an accredited four-year college or university with major coursework in business administration, public health, healthcare administration, or another related field preferred. Four years of experience working with health and human services organizations or programs will be considered in lieu of the education requirement. At least one year of experience analyzing or reviewing federal regulations is preferred. At least one year of experience leading or coordinating meetings across large organizations. Experience communicating, both verbally and in writing, to diverse audiences. |
