GENERAL DESCRIPTION:
The position performs complex (journey-level) human resources management work. Work involves administering human resources management programs such as recruitment and selection, compensation, classification, and leave and benefits. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS (EJFs):
(20%) Provides consultation, guidance and technical assistance to employees, supervisors, and managers on human resources related matters, including interpretation, research and revising of policies, procedures and forms; handling complex issues and answering complex questions; and develops internal business processes.
(30%) Workforce Planning and Employment
- Oversees hiring process, which includes coordinating job posts, performing reference checks and conducting new employee orientation to new employees.
- Assists management in recruiting, screening and interviewing applicants; evaluating applicant qualifications; and referring qualified applicants to the hiring manager.
- Reviews criminal background history information for hiring managers and provides guidance on applicant eligibility for employment.
- Conducts job evaluations and job analyses to determine proper classification, creates, and revises job descriptions.
- Participates in job fairs and other recruitment initiatives.
- May serve as the Veteran’s liaison as a resource to potential veteran candidates.
(20%) Processes personnel actions to ensure conformity with agency, state, and federal regulations.
- Updates and retrieves information from various automated, human resources, and/or payroll systems (i.e. CAPPS, DocuSign, SharePoint, E-Verify).
- Maintains and reviews human resources automated systems, reports, and files.
(15%) Serves as back-up to the benefits coordinator for benefits enrollment, workers’ compensation and special leave coordination.
- Completes new employee benefits enrollment and orientation; performs data entry in ERS Online assists current employees with processing changes to benefits due to Qualifying Life Events; and assists with annual summer enrollment activities.
- May serve as backup Workers’ Compensation Claims coordinator managing workers’ compensation claims, completing accident reports and entering information into the State Office of Risk Management (SORM) Risk Management Information System (RMIS).
- Assists with managing the benefits inbox; may process Family Medical Leave Act (FMLA) requests, accommodation requests and special leave awards.
(15%) Human Resources Development and Special Projects
- Works in conjunction with the Communications division for TABC website and intranet updates.
- Develops informational materials, correspondence, reports, presentations, technical documents using a variety of office software programs.
- Coordinates the annual employee performance evaluation cycle and assists management with tracking due dates.
- Assists with responding to open records requests, employment verifications, and preparing information and responses for audits and investigations.
- Serves as the backup to create requisitions in the CAPPS Financials System for supplies and services.
- Performs related work as assigned.
MINIMUM QUALIFICATIONS: Graduation from an accredited four-year college or university with major course work in business or public administration, human resources management or a related field is required.Three (3) years of full-time work experience in human resources management work. Additional years of experience in human resources or administrative support work may be substituted for the required degree on a year-per-year basis. |
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: The principles and practices of human resources management; of human resources programs such as employment, compensation, classification, benefits, or organizational development; and of federal, state, and local laws and regulations governing personnel activities. The Human Resources employment guidelines, policies and procedures, key business fundamentals, key internal and external customers and individual and team behaviors. The State of Texas compensation principles, procedures and practices; organizational structure, division responsibilities and role of key agency staff.Skilled In: Oral and written communication, conducting interviews, using a computer and human resources-related software applications, and handling multiple tasks and prioritizing. Effective interaction with staff at all levels of the agency, and other state agencies and organizations.
