Hiring Salary: $4,000.00  – $4,600.00 monthly

 

Organizational Overview:

The Texas State Preservation Board (TSPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Since that time, the operations have expanded to include: maintenance of the Governor’s Mansion, operating the Bullock Texas State History Museum and the Texas State Cemetery. The TSPB provides educational programs centered on Texas history, government and culture for the benefit of the citizens of Texas and its visitors.

Position  Summary:

The Accountant Ill reports to the Chief Accountant and remains responsive to assignments and guidance from the Chief Financial Officer. This position performs moderately complex accounting work. Work involves maintaining, preparing, posting, and balancing financial and budgetary statements, records, documents, or reports. May specialize in some phase of accounting work such as federal funds accounting, property and equipment control, cost, or budgeting. Performs all other duties as assigned working within deadlines and deliverable outcomes. Maintains a calm and professional demeanor in all business interactions and strives to continuously maintain high customer service levels. The individual hired for this position must also be able to work as part of an interdisciplinary team who are results-driven. This individual must use sound judgment, be focused, organized, able to set priorities, and must be flexible. Displays excellent verbal and written communications skills and maintains a professional, respectful, and service-oriented focus when interacting with other employees, vendors, volunteers, visitors, and the general public. Performs all other duties as assigned.

 

ESSENTIAL JOB DUTIES: For purposes of this agency’s job descriptions, “essential job duties” are defined as assigned tasks that are critical or fundamental to the position and not marginal.   • Prepares and posts various vouchers and audits them for accuracy.
  • Audits accounting or control records for accuracy and conformance to established standards and procedures.
  • Maintains adequate records of expenditures, funds, appropriations, and expenses.
  • Researches reconciliation discrepancies and reports findings.
  • Recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures.
  • Provides technical assistance to staff in handling accounting transactions.
  • Serves as a consultant on accounting matters to administrative, supervisory, or technical staff, and assists agency administrators in applying financial data to the resolution of administrative or operating problems.
  • Daily reconciliation of all fund accounts via automated accounting systems.
  • Reconciles credit card activity between end of day reports and credit card processor; researches discrepancies.
  • Invoice customers for purchases made via Purchase Order.
  • Monitor clerical work in progress and audit completed work for accuracy.
  • Prepare and enter transfer of funds into CAPPS Financials for purchases made between departments, entries to pay monthly sales tax and other reclass entries.
  • May train others.
  • Demonstrates sustained knowledge of the agency’s mission, programs, exhibits and customers.
  • Demonstrates knowledge and continuing compliance with all applicable safety rules, regulations, and standards.
  • Communicates plainly with internal and external customers on complex accounting matters.
  • Solves accounting problems and correctly interprets variables.
  • Complies with all applicable safety rules, regulations, and standards. Adheres to all agency policies and procedures.
  • Continuously assesses safety conditions to ensure individual and workplace safety and in the best interests and safety of building occupants, visitors and staff.
  • Displays sound judgment and effective interpersonal skills in communicating with internal and external customers, including building occupants, other agency staff and visitors to the Capitol complex and Museum.
  • Regular attendance is an essential job duty for all SPB positions.
  • Performs all duties in a manner that promotes public confidence in the SPB and its staff.
  • Performs all other duties as assigned.

 

MINIMUM QUALIFICATIONS: The successful candidate for this position must have graduated from an accredited four-year college or university with a degree in Accounting, Finance, or Business Administration with major course work (minimum of 15 hours) in Accounting. A minimum of three years’ experience in financial accounting and budgeting.

PREFERRED QUALIFICATIONS: The ideal candidate for this position will be a graduate from an accredited four-year college or university with a Bachelor’s degree in Accounting, will have knowledge of proprietary fund accounting, and will have experience with the Uniform Statewide Accounting System (USAS). CAPPS Financials and retail point-of-sale computer systems preferred. The ideal candidate will have prior State of Texas experience.
